The primary purpose of this position is to perform test and evaluation on state-of-the-art weapon systems and cyber capabilities related to fighter aircraft and various Unmanned Aerial Systems (UAS) to include autonomous and Artificial Intelligence (AI) enabled air vehicles. Responsibilities Performs services as a senior Information Technology (IT) Systems Administrator Provides technical guidance and instruction to users and other IT specialists Serves as a senior technical advisor to management and acts as a key member and advisor on special committees and special projects designed to study methods to enhance the use of information technology throughout the installation Maintains liaison with manufacturers, professional organizations, and counterparts at other installations and services regarding available products and state-of-the-art technologies and advancements. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements (IOR) for the GS-2210, Information Technology (IT) Management Series, 2210 (Alternative A) Series. BASIC REQUIREMENT: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade band NH-02 or GS-11 level, or equivalent in other pay systems. Examples of specialized experience includes possessing the ability to apply methods and practices for troubleshooting, recovering, adjusting, modifying, and improving systems to solve complex problems, provide support that minimizes interruptions in service to customers, and maintain liaison with industry and other activities to provide awareness of state-of-the-art technology. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. Ideal Candidate Statement (cannot be used for qualification determination): The ideal candidate for this job is an experienced IT professional who balances technical prowess with customer service skills. The candidate is able to effectively lead a small team of IT specialists to maintain IT equipment for the workforce, proactively solve recurring issues, creatively troubleshoot new issues, and communicate effectively in both written and verbal formats. The idea candidate is also an practitioner in government cybersecurity and communications security, and practices overall operations security at all times. Best Qualified to me would be: At least 4 years performing system administration duties for laptop and desktop users for a large (squadron size ~140 people) organization. Experience working with contracting office, regarding purchase of government equipment. Experience with wireless network design. Experience handling and transferring classified data. Experience with Communications Security (COMSEC) protocol and regulations. Experience with government cyber security protocol and policy. Demonstrated creative problem solving. Experience with team-lead-type responsibility to include building training plans and advising organizational leadership on technical and infrastructure decisions. Possesses active security clearance. Minimally Qualified to me would be: At least 3 years system administration duties. At least 3 years performing IT customer service duties. Positive attitude with ability to learn. Ability to obtain and maintain security clearance. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a full range of Information Technology (IT) principles, concepts, practices, methods, products, and services for integrating information system components sufficient to plan, coordinate, and administer computer systems and optimize system performance. 2. Knowledge of the latest advancements in technology to resolve unusual and difficult issues and initiate corrective or preventative action to ensure optimum performance of the system. 3. Knowledge of performance tuning tools, database management, and project management methods sufficient to optimize systems performance, troubleshoot database performance problems, and perform a wide range of systems administration functions. 4. Knowledge of operating systems, associated devices, and the interoperability of systems sufficient to install, upgrade, troubleshoot, test, and maintain those systems; to optimize the functionality and performance of systems; and to ensure the availability, integrity, efficiency, and reliability of servers. 5. Ability to apply methods and practices for troubleshooting, recovering, adjusting, modifying, and improving systems to solve complex problems, provide support that minimizes interruptions in service to customers, and maintain liaison with industry and other activities to provide awareness of state-of-the-art technology. Knowledge of customers' mission, business processes, and operations to anticipate and refine functional requirements. 6. Ability to communicate orally and in writing sufficiently and to fully coordinate activities with management officials and other IT Specialists and to provide training and support. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
