Responsibilities You will serve as an INFORMATION TECHNOLOGY (IT) SPECIALIST (SYSADMIN/CUSTSPT) in the INFORMATION TECHNOLOGY DEPARTMENT (N6) of the NAVAL AIR FACILITY WASHINGTON (NAF) located on JOINT BASE ANDREWS, MD. You will review, approve, and track to completion all local service requests and all NMCI Area Customer Technical Representatives (ACTR) request for creating, moving or deactivating accounts (Move-Add-Changes, M/A/Cs). You will approve and review requests for any hardware changes, equipment moves, network installation, software installations and facility changes (physical and administrative M/A/Cs). You will be responsible for maintenance of related INFOSEC instructions, and ensure appropriate security documents are posted to command websites. You will assist in or serve as a member of a team for the accomplishment of special studies or projects, and coordinate efforts to implement mandatory technical standards of legacy systems. Requirements Conditions of Employment Qualifications Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. You must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. ** AND ** Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying knowledge of agency information processing standards, policies, and procedures to analyze and advise manager on systems matters and evaluate the need for changes in existing policies and procedures. Experience applying knowledge of equipment characteristics, computer techniques, requirements, methods, and procedures to include familiarity with approaches used by organizations in other agencies and/or the private sector in order to evaluate quality and level of service provided and to provide advice and assistance to managers. Experience analyzing and solving problems and developing proposals for resolution of standard issues and problems. Experience communicating effectively orally and in writing with managers, contractors, and incumbents at all levels to negotiate changes, resolve differences and problems, etc. Must be able to translate IT verbiage in instructions, policies, Naval messages, etc. into layman's terms, such that non-technical personnel can understand the pertinent IT-related policies and requirements. Education BASIC REQUIREMENTS: This standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Qualifications/Experience. Education: All academic degrees and coursework must be from accredited or pre-accredited institutions. Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: GS-9: Successful completion of a master's or equivalent graduate degree OR Successful completion of two full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree If you are using education to meet all or part of the qualification requirements, you must submit a copy of your transcripts or an itemized list of college courses which includes equivalent information from the transcript (course title, semester/quarter hours, and grade/degree earned) in your resume. The incumbent is required to obtain the foundational qualification within 9 months and the residential qualification within 12 months of appointment and maintain qualifications as described in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies. Participation in a continuous professional development program, completing an annual 20-hour minimum of Cyber Workforce related continuous professional development must be documented and completed in a current individual development plan signed by both the employee and supervisor. The incumbent may be required to work an irregular work schedule to support Drill Week End requirements. This position may require evening and weekend work. The position often requires irregular hours. This position requires 5% travel away from the duty station. Must be willing and able to travel on military or commercial aircraft.
