Summary You will serve as a IT SPECIALIST (SYSANALYSIS) in the COMMUNICATIONS & NETWORKS of NAVWARSYSCEN PACIFIC SAN DIEGO CA. Responsibilities You will ensure DCS visibility and influence across the entire product lifecycle (i.e., research, engineering, production, support, and retirement) for C/N projects. You will make optimal use of internal and external S/T resources to research potential advances in C/N Technical Capability Areas. You will create a vision statement for each Technical Capability Area (TCA) depicting how the TCA will be supporting the warfighter 3-5 years into the future. You will create a research guide intranet page for each TCA, documenting relevant Scientific and Professional material. You will provide C/N project personnel recurring updates of ongoing, internal and external research activities related to C/N TCAs. You will assist C/N Divisions with identifying NISE opportunities, developing NISE proposals, and executing NISE activities for selected proposals. You will Share TCA roadmaps with external government agencies such as ONR and DARPA to influence ongoing and future research efforts. Requirements Conditions of Employment Qualifications I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: The DCS ensures visibility and influence across the entire product lifecycle (i.e., research, engineering, production, support, and retirement) for C&N projects. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Makes optimal use of internal and external S&T resources to research potential advances in C&N Technical Capability Areas. Provide expert technical and programmatic advice, guidance, and recommendations to management and stakeholders on critical IT issues. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Assist C&N Divisions with identifying NISE opportunities, developing NISE proposals, and executing NISE activities for selected proposals. Communicate Department priorities to the S&T Advisory Committee. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Share TCA roadmaps with academic institutions to influence ongoing and future research efforts. Assist C&N recruitment efforts by sharing ongoing efforts and employment opportunities for students interested in joining NIWC Pacific. In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level a GS-12 or pay band NO-04 in the federal service or equivalent experience in the private or public sector Assist in performing work that involves ensuring visibility and influence across the entire product lifecycle of Technical Capability Area (TCA) for the command such as creating a research roadmap for each TCA and documenting capability gaps and key research activity that needs to occur to achieve the TCA vision. Education Additional Information This position is in the Science & Technology Reinvention Laboratory (STRL) Human Resource Management System pay band for Department of Defense laboratories. The pay schedule and pay band for all Administrative Specialist/Professional Positions will be NO-1/2/3/4/5/6. This position is eligible for part time, substantial or ad-hoc telework at the discretion of management. This is a Cyberspace Workforce position, work role code IT SPECIALIST (SYSANALYSIS), proficiency level advanced the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
