This vacancy participates in a career progression group and may be filled from this recruitment as a IT Statewide Analyst 1 (TS-314), IT Statewide Analyst 2 (TS-315), or IT Statewide Analyst 3 (TS-316) depending on the level of experience of the selected applicant. The maximum salary for the IT Statewide Analyst 3 is $ 117,998 . Minimum Qualifications
MINIMUM QUALIFICATIONS:
Five years of experience in information technology, project management, business analysis or administrative services; OR
Six years of full-time work experience in any field plus three years of experience in information technology, project management, business analysis or administrative services; OR
An associate's degree in information technology plus three years of experience in information technology, project management, business analysis or administrative services; OR
A bachelor’s degree plus three years of experience in information technology, project management, business analysis or administrative services; OR
A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus two years of experience in information technology, project management, business analysis or administrative services; OR
A master's degree plus two years of experience in information technology, project management, business analysis or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
NOTE:
A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

JOB DISTINCTIONS :
Differs from IT Statewide Associate Analyst 4 by the presence of independent analyses involving moderately complex information technology initiatives, business processes, and/or systems.
Differs from IT Statewide Analyst 2 by the absence of analyses for complex information technology initiatives, business processes, and/or systems.

The Office of Technology Services aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services will work to increase the return on the State's investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff.
Incumbent of this position is responsible for the highly complex core program management of the OTS Enterprise Service Management and Asset Management systems including multiple modules and points of integration with other systems; and implementation of IT Service Management processes into those system within the Incident and Operations Management section in End User Computing. EUC is the first point of contact for all statewide IT incidents, issues, and requests from more than 40,000 users and devices in 700+ locations. EUC services are divided into 5 core areas of concentration: Incident and Operations Management, Field Operations, Enterprise Communications, Advanced Remote Support, and End User Technology.
40% Provides specialized advanced technical management consultant functions and analysis to the technical support and management staff for the support of the OTS service management system including Incident, Problem, Request, Configuration, Change, Knowledge Management, and the Asset Management modules. Provides consulting services for these systems critical to the business operations of the enterprise through planning, technical expertise, analysis, quality assurance projects, procurement, disaster recovery management, technical documentation, and security. Makes recommendations, and assists other OTS staff including senior management with technical strategy and best practices.
25% Defines, creates, and publishes metric and other performance reports and other real time dashboards within the service management system or with third party integrated tools. Conducts quality assurance reviews and performance analysis by monitoring systems, databases; does configuration changes, and may assist with system process and task automation including writing advanced scripts. Performs system upgrades, maintenance, and technical support for the systems.
20% Researches new technology solutions and participates in procurement initiatives. Reviews requests for information services, recommending the most efficient and effective method of accomplishment. Develops technical guides and documentation.
10% Participates in continuing education and skills growth training related to IT service management. This may include vendor training and other seminars. Provides knowledge transfer and training, may serve as a backup resource for staff or manager.
5% Performs all other tasks, special projects, analysis, studies, and plans as directed.
