This vacancy will be filled by new hire or by promotion of a current permanent status classified employee.

This vacancy participates in a career progression group and may be filled from this recruitment as a IT Statewide Applications Developer 1 (TS-310), IT Statewide Applications Developer 2 (TS-311), IT Statewide Applications Developer 3 (TS-312) or IT Statewide Applications Developer 4 (TS-313) depending on the level of experience of the selected applicant. The maximum salary for the IT Statewide Applications Developer 4 is $ 96,325 . Minimum Qualifications
MINIMUM QUALIFICATIONS:
Two years of experience in information technology; OR
Six years of full-time work experience in any field; OR
An associate's degree in information technology; OR
A bachelor’s degree.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
NOTE:
A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

JOB DISTINCTIONS:
Differs from other IT Statewide jobs by the presence of applications development activities as a primary responsibility.
Differs from IT Statewide Applications Developer 2 by the absence of independence in performing basic tasks in support of applications development activities.
Examples of Work
The Office of Technology Services aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services will work to increase the return on the State's investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff. This position is in the Statewide Cluster of the Applications and Data Management (APPDM) division of OTS supporting the Office of Group Benefits (OGB). OGB is a highly visible agency within the state providing insurance to government employees. The incumbent is expected to learn to design, develop and maintain a codebase comprised of legacy as well as modern languages.
50% Codes, debugs, tests and implements computer program applications in a multi-tiered computer environment, conforming to existing standards.
20% Makes system design, program specifications, test plans, and run procedures. Examines how a new system or project will impact the operating system, response time or other application systems. Evaluates redesign of existing systems to better meet user and system needs. Evaluates software for its advantageous use to the agency. Assists in writing and modifying program and system standards. Writes user and operational documentation for complex systems.
15% Oversees completion of tasks by less experienced project team members as needed, reviews program code of less experienced project team members, tests code and procedures, checks output and quality of work, verifies results with user departments and gets user sign-off approval.
5% Serves as a technical liaison between the various vendors and OGB to ensure continuity of service for plan members
5% Assumes on call responsibility for after-hours problem resolution where the individual is available 24 hours per day to handle and resolve production problems. This includes weekends and holidays. Attends on and off-site training to stay abreast and evaluate the need for new technology.
5% Performs all other tasks, special projects, analysis, studies, and plans as directed.
