IT Subject Matter Expert

IT Subject Matter Expert to work alongside our Senior Enterprise Architect to support our federal client in pursuit of improved organizational performance, mission efficiency and effectiveness. This will require a Business Needs Assessment (BNA) of their Financial Management System/Platform which consists of segment and architectural analyses with subsequent recommendations in performance, business, data, application, infrastructure, and security improvements to be achieved in the future target state. This position is Hybrid for our Federal client in Arlington, VA.

What you’ll be doing:

Developing and applying organization‐wide information models for use in designing and building integrated, shared software and database management systems. Construct sound, logical business improvement opportunities consistent with corporate information management guiding principles, cost savings, and open system architecture objectives.

Assist with defining the requirements, constraints, and dependencies to serve as input for the development of financial materials.

Recommending and applying strategic thinking, process improvement, and re-engineering methodologies and principles to process improvement programs and projects by proposing, completing, and analyzing business, data, hybrid enterprise models.

Identifying best practices, documenting and assessing performance measurements, and identifying business and technology solutions to streamline processes.

Providing direction and strategic vision to business analysis framework improvement programs by assessing and recommending all business analysis related disciplines.

Employing industry standard tools to manage requirements, perform configuration management, and develop models to support requirements management and/or business modeling activities.

Conducting knowledge transfer of strategic plans, scope, requirements, and other analyses to program and project teams to ensure successful implementation of solutions to client areas.

Ensuring recommended/delivered solution(s) meet business needs for programs, projects, and sub-projects as assigned. 

Review documentation including previous BNA, business processes, technical designs, federal guidelines and industry best practices.

Present outcome of the discovery process to IPT for feedback and validation.

Prepare interview questionnaires to determine performance gaps and improvement opportunities with focus on the challenges, opportunities for improvement, and potential capability enhancements

Lead group facilitation sessions, interviews, training, and other activities to gather requirements from stakeholders.

Review and analyze collected artifacts, interview transcripts, and business processes.

Work with our Enterprise Architect to Map information and relationships to the architectural layers (e.g. performance, business)

Identify gaps, issues, and determine key business and technical pain-points

Develop overall business and information requirements associated with strategic improvement opportunities for the target state.

Define the current baseline state and develop the Baseline Observations Report

Identify any gaps in business processes, performance, data, technology, and security areas.

Identifies preliminary areas of process improvement including technology enhancements and any security considerations

Work with our Enterprise Architect to conduct research into industry and federal best practices, emerging trends, technologies, and business models for inclusion in the PBGC environment. Align business needs to corporate and IT strategic plans.

Schedule and conduct preparation session(s) for Executive Briefings.

What you will need:

This position requires a minimum of 8 years of experience, of which at least 8 years must be specialized. With a Master’s degree 10 years of general experience, of which at least 8 years must be specialized.

US Citizenship (required by Federal Government).

The ability to successfully obtain a Public Trust, which involves a thorough background and financial investigation.

Bachelors degree in business, public policy, economics, political science, communications, planning, technology and policy, math, statistics, engineering, physical science, or related discipline.

Preferred Skills/Experience:

Federal Government work experience.

Strong knowledge of various technologies, platforms, and architectural platforms.

Experience in Cloud technologies (E.g. Azure)

Excellent problem-solving, communications, collaboration skills.

Advanced proficiency in analytics, project planning, and negotiating.

Ability to independently identify and learn applicable new techniques.

Knowledge in Financial, Accounting, Budgeting, and Financial Reporting.

Ability to identify problems and use sound judgement to generate and evaluate alternatives to make recommendations.

Ability to thoroughly pay attention to details when performing and reviewing work.

Ability to work with clients and customers to assess their needs, provide information or assistance, resolve their problems, and satisfy their expectations.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$95,776.00 - $162,819.00
