Summary
The future of naval combat systems training is being built, operated, and delivered at HII. HII Mission Technologies is currently seeking an experienced Program Manager to oversee software development supporting the US Navy (USN) shipboard integrated training systems contract. This position functions as the point of contact between HII Mission Technologies and the government customer. This position will be based in Virginia Beach, VA.
This opportunity resides with Global Security (GS), a business group within HII’s Mission Technologies division. Global Security comprises live, virtual, constructive training and range systems, services, and operations; fleet maintenance, repair, operations and sustainment; nuclear; and international. As a trusted partner to our military customers, HII designs, develops and operates the largest LVC enterprise that prepares warfighters for cross-domain battle. What you will do
+ Oversee and manage the operational aspects of ongoing projects and serves as liaison between project management and planning, project team, and line management.
+ Responsible for the overall program definition, organization, and direction of short- and long-range plans. This includes the responsibility for formulating, guiding, and directing the technical approach; and defining and negotiation with activity and agency personnel for necessary resources.
+ Review status of projects and budgets; manages schedules and prepares status reports. Assess project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives.
+ Develop mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, and clients.
+ Manage direct reports, including labor planning (including assigning personnel to projects), financial budgets, tasking, and oversight of staff in one performing training curriculum analysis, implementation, and evaluation.
+ Provide real-time monitoring of status/deliverables, tracking the quality of work products and gauging overall customer satisfaction.
+ Facilitate and reinforce successful program execution.
+ Responsible for the profit and loss (P and L) of a complex project(s).
+ Directs all phases of programs from inception through completion. Program may be based out of a single location utilizing established technologies requiring standard application to provide solutions to a variety of technical problems.
+ Responsible for the cost, schedule and technical performance of company projects. Acts as primary customer contact for project activities, leading project review sessions with customer to discuss cost, schedule, and technical performance.
+ Develops new business or expands services with the customer.
+ Establishes milestones and monitors adherence to master plans and schedules, identifies project problems and obtains solutions, such as allocation of resources or changing contractual specifications.
+ Directs the work of employees assigned to the project.
What you must have
+ Must have Bachelor’s degree or higher, technical or managerial discipline preferred.
+ Must have10 years relevant Program Management experience.
+ Must have experience performing cost estimates associated with Level of Effort (LOE), scope of work and associated requirements.
+ Must have experience managing multiple technical instructions and completing projects according to outlined scope, budget, and timeline.
+ Must have experience leading a medium to large teams including subcontractors and/or consultants.
+ Must have experience working with DoD customers, projects, and processes.
+ Must hvae excellent written and verbal communication skills.
+ Must have a current or active DoD SECRET security clearance or be able to obtain one.
Preferred Requirements
+ Experience supporting USN training programs and USN training objectives.
+ Experience supporting USN commands such as CSCS and NSWC.
+ Experience with FARS/DFARS.
+ Experience supporting programs associated with software development.
+ Experience leading a large team with subcontractors and/or consultants.
+ Management/leadership experience in fast-paced engineering environment.
+ Program Management Professional (PMP) certification.
Physical Requirements
May be required to visit job site in an industrial or shipboard environment. Normally not required to lift more than 40 pounds higher than three feet above feet/floor level.
