IWIP Senior Analyst

ANALYGENCE provides support to Headquarters, Naval Information Forces (NAVIFOR) at the Department of Defense Suffolk Complex, Virginia. Support includes assisting NAVIFOR in the Information Warfare (IW) requirements management process, which governs the collection, validation, prioritization, and tracking of requirements. This comprehensive support provides commanders, ashore and afloat, combat-ready IW forces and capabilities to conduct prompt and sustained naval, joint, and combined operations in support of U.S. national interests.  This effort underpins capabilities development and resourcing across a full range of IW requirements in the air, land, sea, space and cyberspace domains. 

 

In support of this effort, ANALYGENCE is seeking an Information Warfare Improvement Program (IWIP) Senior Analyst to join our exceptional team.  For this role, you must be knowledgeable of U.S. Navy requirements processes and warfare improvement programs and will perform the following task:

 

Provide expert insight into various warfighting Capability Areas (Integrated Air and Missile Defense, Operational Level of War, Strike, Anti-Submarine, Expeditionary, Mine, Surface, and Amphibious Warfare. Attend meetings and conferences as required to gain awareness on most pressing challenges from other communities and Capability Areas. Conduct detailed reviews of Integrated Prioritized Capabilities Lists (IPCL) from other Capability Areas and assist in synchronizing elements in common with IW IPCL. Conduct reviews of NAVIFOR IPCL and WIP briefs, messages, products, and documents, providing recommendations as required. Assist in semi-annual WIP conference and Executive Working Group meeting administration, to include registration, security clearance verification, site visits, and connectivity testing. Assist as required with drafting and editing of IW IPCL, CAA, and Quad Slides in accordance with USFF/CPFINST 7101.3. Assist in the benchmarking of IW IPCL and WIP documents and processes against IPCLs from other established WIP capability areas.Serve as primary manager to maintain updated copies of all key references, conduct liaison with working group leadership and participants as required, and manage portal access and permissions.Review and analyze JCIDS documents associated with Naval command and control systems.Support the N824 Requirements Directorate to manage programs and represent Fleet IW requirements via USFF and the Commander, Pacific Fleet to the Office of the Chief of Naval Operations Program Objective Memorandum (POM) Planning, Programming, Budgeting and Execution (PPBE) process.Support the development of POM submissions.Collaborate with internal and external stakeholders to ensure NAVIFOR requirements processes are transparent, consistent, and meet the needs of the fleet.Must have current TS/SCI clearance.Bachelor’s degree or equivalency required.Five (5) years of experience working Service operational and strategic level programming supporting service improvement program and/or program operational memorandum (POM) annual cycles.Five (5) years of experience and solid understanding of the Planning Programming Budgeting and Execution (PPBE) process.Possess professional knowledge of the IW requirements process and providing expertise to all aspects of IW (Command and Control, Cyber Operations, Electronic Warfare, Intelligence, Navigation, and Cryptology).Possess professional knowledge of overarching DoD and Navy Strategic guidance as applied to the IW Enterprise (IWE).
Knowledge and applicability of the National Defense Strategy (NDS) and DoD Planning Guidance as it relates to the U.S. Navy.The Navy Strategy, CNO Guidance, and Distributed Maritime Operations (DMO).Fleet Guidance, Operational Fleet Response Plan (OFRP), and Readiness Kill Chain (RKC). Possess professional knowledge of the Joint Capabilities Integration and Development System (JCIDS) and associated processes and documentation.
