The Legal Executive Group Manager is a senior management-level position responsible for accomplishing results through the management of a team or department to manage and direct day-to-day legal activities in coordination with the Legal team. The overall objective of this role is to provide legal support, advice, and guidance across a broad range of practice areas, with respect to the local laws and regulations of the country or countries for which the role is responsible.
This role leads a team of lawyers providing guidance, support, and legal advice on Citi's businesses and functions in Japan, Australia & North Asia (‘JANA’). This role requires thorough understanding of the strategic direction of the Business, combined with a solid conceptual / practical grounding in the laws and regulations for the geographies in JANA in which we operate. The JANA Cluster Counsel will provide legal, regulatory, and franchise risk input into strategic decisions to be taken by Legal in JANA and by the business in JANA. Further, the role will develop medium- to long-term plans and execute strategy for Legal and for Banking & International in JANA.
Provides input into strategic decisions affecting Legal within JANA. Full management responsibility of multiple teams, including management of people, budget, and planning for JANA Cluster Legal. Has authority to negotiate and make independent decisions on issues / activities that have critical impact or influence on company revenues, capital, or business operations.
Responsibilities:
· Accountable for legal counsel provided to the CEO, Citi Regional Head, Country Cluster Head, Citi Country Officers and country senior management, control functions and businesses on sensitive legal, regulatory and franchise matters associated with Citi’s business activities in the JANA Cluster; ensuring that Citi is appropriately addressing legal, regulatory and franchise risks in the JANA Cluster
· Supports strategic initiatives of the businesses and functions in countries covered by providing subject matter expertise and interpretations of relevant laws, rules, regulations, and industry practices, and advising business management/leadership on all manner of legal matters impacting the business
· Advises the Regional CEO and JANA CCOs on legal, regulatory and franchise issues
· Takes an active role in any relevant JANA cluster or country-level governance committees (directly or through his/her team), e.g., cluster management committees, country coordinating committee, business risk & controls committee
· Management and coordination of the provision of external legal services
· Liaise with compliance in the development, updating and presentation of training materials related to local laws and regulations
· Together with Litigation colleagues, as appropriate, manages and organizes the handling of litigation cases in which Citi entities are involved as defendants or claimants
· In coordination with JANA Cluster head and CCO’s, as appropriate, represents the firm with clients, government bodies or other organizations; provides legal advice to the JANA Cluster Head and/or Citi Country Officer and country management to support Citi’s maintaining good relations with local regulators and all other local regulatory bodies that are relevant to Citi business activities
· Anticipate, evaluate, and appropriately respond to developments in local and international environments that impact firm policies; assist the firm in evolving to meet marketplace and client needs
· Manage a team by providing guidance, evaluating employee performance, and providing recommendations for pay increases, promotions, terminations, personnel-related matters, as applicable
· Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citi, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards
Qualifications:
+ 15+ years of experience, including experience in an in-house legal role and 10+ years' managerial experience
+ Excellent command of local languages
+ Excellent leadership, interpersonal, organizational and relationship management skills
+ Experience in managing a large, geographically spread team across multiple cultures
+ Comprehensive knowledge of international, multi-jurisdictional laws and practices
+ Excellent written, verbal, problem solving and analytical skills
+ Effective negotiation skills and ability to build and maintain effective relationships at executive levels
+ Membership of local Bar/ Lawyers Association
+ Bar license in good standing to practice law

Juris Doctorate or equivalent law degree
