ACCOUNTANT III
Salary Grade    : 19 (Php 48,313.00)

Reports to        : Chief Administrative Officer
CSC PRESCRIBED QUALIFICATION STANDARDS
Education         : Bachelor’s Degree in Commerce/Business Administration Major in Accounting
Training            : Four (8) hours of relevant training
Experience       : Two (2) years of relevant experience
Eligibility           : RA 1080 (Certified Public Accountant)
PREFFERED QUALIFICATIONS
Training            : At least 24 hours training related to government accounting and auditing rules and regulations, taxation and/or Electronic National Government Accounting System (eNGAs)
Experience       : At least 2 years of experience in financial management and government accounting
JOB DESCRIPTION
The Accountant III shall analyze and attest to the accuracy of accounting records and reports and provide information and advice to the management to ensure that the utilization of funds for JJWC are maximized and compliant with government accounting rules and regulations. He/she shall supervise, facilitate and monitor the work of the accounting personnel and provide technical assistance to other units to ensure proper utilization of funds and preparation of reliable and timely financial reports. He/ She shall perform technical functions of the Accounting Unit of the Division. He/she shall ensure that accounting and auditing rules and regulations are observed and complied in classification of accounts, and do other related work.
PRIMARY TASKS
1.    Analyzes and verifies consolidated financial statements, supporting schedules and reports of the JJWC by examining the accuracy, validity, and appropriateness of expenditure, and other transactions to provide management with reliable and timely reports for making informed decisions and proper utilization of government funds.
2.   Reviews and monitors periodically the entries and maintenance in journals, general ledgers, subsidiary ledgers and the related account schedules to check status and quality assure entries.
3.   Signs/certifies DV, LDDAP-ADA, Order of Payment, Purchase Orders, payroll registry and other certifications/documents as to completeness of supporting documents and/or funds/cash availability.
4.   Develops/ reviews and recommends for approval and issuance memos and guidelines related to the financial management system implementation and maintenance to guide personnel utilizing the system.
5.    Conducts periodic review of the financial management systems implemented by gathering feedback and checking adherence to procedures in order to recommend system improvements and enhancements for effective downloading as well as internal control and safeguarding of government funds.
6.    Ensures timely submission of all financial reports and other accounting reports to oversight agencies.
7.  Prepares replies to COA AOMS/Queries/Notice of Suspension/Disallowances and ensures implementation of COA recommendations and/or agency actions.
8.    Ensures compliance with government tax regulations.
9.    Provides technical assistance to other divisions/units on financial concerns.
10. Performs other tasks as may be assigned by the Division Chief, Deputy Executive Director and Executive Director.
