Reports to        : Executive Director / Deputy Executive Director
CSC PRESCRIBED QUALIFICATION STANDARDS
Education         : Master’s Degree or Certificate in Leadership and Management from the CSC
Training            : 40 hours of supervisory/management learning and development intervention
Experience       : 4 years of supervisory/management experience
Eligibility           : R.A. 1080 (Social Worker)
JOB DESCRIPTION
Under direction and with some latitude for the exercise of independent judgement, serves as a head of a division. Oversees, plans, directs and supervises the division in performing its mandate and functions, and the implementation of JJWC programs and services.
PRIMARY TASKS
1.    Plan, program and distribute work
-       Align division Work and Financial Plan with the agency’ s directions;
-Â Â Â Â Â Â Â Assign/distribute work of subordinates, define the scope of work, standards, methods,
processes and procedures, and direct and supervise implementation/ completion;
-Â Â Â Â Â Â Â Develop contingency plan in case conditions change;
-Â Â Â Â Â Â Â Analyze, on a periodic basis, workload and job responsibilities of subordinates;
-Â Â Â Â Â Orient new subordinates concerning policies and procedures, work rules, and performance expectation levels;
-Â Â Â Â Â Â Â Identify and secure tools and resources to implement activities of the division;
-Â Â Â Design and develop work processes, guidelines, standards, and methodologies for the effective functioning of the division, monitor its implementation, evaluate and analyze its effectiveness;
-Â Â Â Â Â Â Â Evaluate proposals to improve the division work methods and processes and decide which are to be adopted by the staff;
-Â Â Â Â Â Â Â Review and evaluate proposals to address work-related problems of the division and decide which of the proposed solutions or alternative courses of action are to be endorsed to the higher level supervisor; and
-Â Â Â Â Â Â Â Update management and staff of new and pertinent issuances and propose the updating of relevant policies, guidelines, systems and procedures.
2.    Motivate, train and develop employees
-Â Â Â Provide training, coaching, mentoring and other developmental strategies to develop staff competencies;
-Â Â Â Â Â Â Â Assess the training needs of subordinates and identify appropriate staff development programs;
-Â Â Â Â Â Â Â Formulate individual Career Development Plan of subordinates; and
-Â Â Â Â Provide opportunities for the subordinates to put into practice technologies learned from training programs and other similar activities.
3.    Maintain morale and discipline among employees
-Â Â Â Â Â Â Â Set up programs and processes to develop and sustain organizational values and work ethics; and
-Â Â Â Â Â Â Â Address discipline problems following the grievance process or machinery.
4.    Develop cooperative and well-coordinated workforce
-Â Â Â Â Formulate policies and guidelines as well as programs to ensure smooth interpersonal relationship within the division;
-Â Â Â Â Â Â Â Ensure smooth flow of work by seeing to it that planned work methods, processes and procedures of the division are observed; and
-Â Â Â Â Conduct activities that promote good interpersonal relationships and ensure good communication flow.
5.    Coordinate and cooperate with other organizational units within the agency
-Â Â Â Â Establish working relationships with the various internal units and offices that impact on the division outputs;
-Â Â Â Â Â Â Â Represent the division in meetings, workshops, and conferences, and other fora; and
-Â Â Â Â Â Â Â Provide technical and consultative services to internal and external clients.
6.    Perform other tasks as may be assigned by the Deputy Executive Director and Executive Director.
