Joint Training Analyst
**Description** JOB DESCRIPTION: The Navy Business Group currently has a career opportunity for a Joint/Partner Training Team Training Analyst to provide training, policy analysis, and action officer support to Fleet and Joint Training Directorate (N7) at U.S. Fleet Forces Command (USFFC) in Norfolk, VA. The individual in this position will provide Joint National Training Capability (JNTC) technical program analysis support for USFF. The ideal candidate for this position is a training subject matter expert (SME) with experience working in the joint and staff environment, and who is conversant in command, control, communications, computers and intelligence (C4I), networks, and network security and is familiar with modeling and simulation concepts; e.g., Navy E7- E9 (ET, OS, IT) or CWO2 (718X). In addition, he/she will have excellent public speaking, presentation, and time management skills, as well as at least eight years of applicable senior program analyst experience in: · U.S. Navy fleet training operations, policy, doctrine, systems, and staff procedures. · Managing/ prioritizing large, complex projects involving numerous stakeholders. · Leveraging best practices and handling multiple tasks and interruptions with minimal impact on productivity/deliverables. · Engaging senior staff at the Flag Officer/Director/Manager level. · Conducting fleet training analysis/assessment to identify gaps, training needs and solutions. Specific Functional Area duties include: · When required, serve on boards, committees, and other groups pertaining to assigned functional areas and represent the Navy on technical matters pertaining to joint training. · Provide Navy Joint National Training Capability (JNTC) technical representation to JS J7 technical working groups specifically addressing technical issues identified for Navy's Joint Staff accreditation/certification (A/C) joint training programs (Fleet Synthetic Training [FST]/Composite Training Unit Exercise [COMPTUEX], and Air Wing Fallon [AWF]). · Develop and implement technical investment roadmaps/tasking, systems engineering and configuration management plans, technical risk analysis, development, integration and technical certification processes/procedures, and technical measures of success, standards and architectures. · Coordinate technical integration, system testing, standards development, and software validation and verification with Navy activities. · Assist in the creation of event environments for Navy FST, COMPTUEX, and AWF training programs. · Develop processes and procedures for Navy and joint forces to operate together and perform joint tasks and enable assessment teams to collect and analyze objective performance measurements. · Facilitate exchange of information, data, and training opportunities between Services. · Validate and prioritize Navy and Joint training requirements from a technical perspective, and provide recommendations that are technically feasible and consistent with the overall architecture for Navy and Joint training events. · Oversee development and fielding of Navy Continuous Training Environment (NCTE) capabilities in conjunction with the Joint Training Enterprise Network (JTEN). · Develop command, control, communications and computers (C4) roadmaps, including integration of advances in Navy C4 and intelligence (C4I) systems into the JNTC. · Document and maintain baseline Navy C4 systems configuration in support of the JNTC. · Assess proposed Capability Design Specification (CDS) solutions for implementation into the JNTC. · Define technical goals for data systems to enable joint, distributed training across DoD sites, simulation centers, Service, and combatant command (CCMD) training locations. · Collect, merge and validate instrumentation, data collection, and after action report (AAR) standardization requirements. · Develop roadmaps for Navy JNTC range/simulation center interconnectivity. · Develop technical goals and timelines for instrumentation, data collection, and AAR standardization. · Participate in JNTC technical planning, programming, and budgeting activities related to JNTC functions. · Provide technical oversight in the mitigation efforts for the Navy's joint training programs (FST, COMPTUEX and AWF). · Provide Navy JNTC technical representative to USFFC Training Technologies (N72) branch addressing technical issues associated with Joint, Live, Virtual, and Constructive (JLVC) Modernization efforts related to the NCTE. **Qualifications** REQUIRED BACKGROUND / EDUCATION / SKILLS: · U.S. citizen with Bachelor of Arts or Science degree and Secret clearance. · Active military duty experience including recent Joint training and/or operational experience at the senior Enlisted or mid-grade officer level. · 6 years of general training program analyst and Functional Area experience (10 years in lieu of degree will be considered); see detailed tasks above. · Conversant in command, control, communications, computers and intelligence (C4I), networks, and network security and modeling and simulation methodology. · Must possess proven written and verbal communication skills at the junior management and senior executive levels, be able to act independently, and effectively manage multiple priorities and interruptions with minimal impact on productivity and deliverables. · Experience in use of MS Office (e.g., PowerPoint) products. DESIRED BACKGROUND / EDUCATION / SKILLS: · Familiarity with Fleet Training policy documents, including the Optimized Fleet Response Plan (OFRP), Fleet Readiness Training Plan (FRTP), and Fleet Training Continuum (FTC). · Familiarity with the Joint Semi-automated Forces (JSAF) modeling and simulation (M&S) system and other Service M&S systems and their interaction across the Joint, Live, Virtual, and Constructive (JLVC) environment. · Recent experience in Joint or Navy exercises and exercise/event planning.
