This position will be filled at the Joint Use Administrator I or Joint Use Administrator II level, commensurate with the selected candidate's skills and abilities. This opening will be filled in Fredericksburg, however qualified candidates will be considered at our Charlottesville or Williamsburg, Virginia locations.
Dominion Energy is seeking a dedicated professional to oversee quality and compliance for joint-use processes, third-party construction activities, and pole attachment projects. This role acts as a liaison between joint-use partners (e.g., cable TV, telephone, telecommunications companies, local governments, private entities) and Dominion Energy's design, construction, and billing departments. The successful candidate will ensure pole attachment agreements are met and foster relationships with key stakeholders to complete large-scale projects efficiently and safely.
Key Responsibilities
Pole Attachment (PA) Permit Processing Joint-Use Related Pole “Make-Ready” Design Right-of-Way Research City and State DOT work-permit acquisitions Proposed PA site inspections (Preliminary and Post) Construction Compliance (QAQC) Enforcement of Pole Attachment Agreement Terms, National Electric Safety Code (NESC), and Company Policy Joint-Use Bill Creation, Reviews, & Processing Address Inquiries, Concerns, Complaints, and Safety Violations Related to Joint UseQualifications
In-depth understanding of joint-use policies, procedures, and terms. Expert knowledge of the National Joint-Utilities Notification System (NJUNS) or willingness to obtain it. Ability to train company personnel and contractors on NJUNS software. Experience conducting routine audits of the NJUNS system for compliance within stated Company policies and procedures. Knowledge in Electric Distribution or Communication Network Design to review design standards, cost calculations, and final construction. Up-to-date on new technologies, rulings, and legislation impacting the Joint Utility industry. Ability to assist with the development of new policies, procedures, and equipment standards related to evolving technologies, trends, and FCC requirements. Strong communication skills to provide support on joint-use related issues to all levels of management. Willingness to assist with service restoration efforts as needed, including roles such as Patroller, Scout, and Logistics.Additional Information

Joint Use Administrator II
Minimum of 5 years directly related experience (or 4+ years of directly related experience if graduate of Dominion Energy's Electric Distribution Design Development Program). Advanced knowledge of distribution design and construction, estimating and NESC codes. In-depth knowledge of joint use agreements and concepts. Full knowledge of cable television, telephone and telecommunication companies' operations and interaction with electric utilities. Skills: Verbal and written communication; drafting; organization; time management; negotiation; customer service; computer. Abilities: Plan and organize; interpret and apply policies and procedures; leadership; problem solving and decision making; project coordination. Logical and abstract thinking.
