The primary purpose of this position is: To serve as the primary Manager and Maintainer of all Joint Operations Planning and Execution System (JOPES) and Deliberate and Crisis Action Planning and Execution Segments requirements as well as Time Phase Force Deployment Documents and all other Major Force Exercise force flow documents in support of Exercises RED FLAG-Alaska. Responsibilities Responsible to develop, maintain, and execute exercise Time Phase Force Deployment Data (TPFDD) databases. Primary focal point for DCAPES, JOPES, and all other force flow documents during the planning and execution of Major Force Exercises. Adheres to security directives and safeguards classified information in the performance of those duties requiring access to classified information. Promotes Continuous Improvement Practices. Effectively administers Unit Deployment Manager duties. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes; Knowledge of the Global Command and Control System (GCCS), GCCS Top Secret, the Deliberate and Crisis Action Planning and Execution System (DCAPES), Joint Operations Planning and Execution System (JOPES) and Scheduling Management System (SMS) to test, modify, evaluate, and validate new systems processes and requirements. Determines and approves user access to secret and top-secret system applications by ascertaining user needs based on need-to-know and approved security clearance. Knowledge of qualitative and quantitative data analysis processes, methods for assessment, and improvement of critical command operations such as strategic methods of movement, training, and exercise operations. Assignments require skill in preparing and delivering briefings to Commanders on joint operations planning and execution cycle and processes. OR EDUCATION: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related NOTE: You must submit copies of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability to communicate effectively both orally and in writing, including the ability to gain cooperation from others through tact, courtesy, and diplomacy. 2. Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to MFE planning and execution. 3. Skill in integrating and analyzing interrelationships of various aspects of operating programs to evaluate overall program status. 4. Ability to gather facts, assemble and analyze data reflected in accounting reports; evaluate methods to accurately assess information and make sound decisions; and correct deficiencies. 5. Ability to establish and maintain effective relationships with and gain the cooperation of various levels of management within the federal sector. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
