Journeyman Financial Analyst (Bank Card & Financial Operations)
Overview: Location: The primary place of performance will be the Department of Homeland Security at DHS S&T Headquarters, Saint Elizabeth's Campus, Washington, DC. Telework allowed within the Washington National Capital Region with COR approval. Job Type: Full-Time Annual Salary Range: $40 to $60 per hour Job Posting Estimated Close Date: 3/14/2025 Security Clearance: Must possess a Public Trust clearance. INTECON, LLC is seeking a highly skilled Business and Financial Analyst Journeyman (Financial Operations, Bank Card). The ideal candidate will manage DHS SmartPay3 bankcard programs, process financial transactions, reconcile accounts, and ensure compliance with DHS financial policies. Roles and Responsibilities: The Business and Financial Analyst Journeyman (Financial Operations, Bank Card) will: + Oversee funds control, financial reporting, and reconciliations. + Manage DHS SmartPay3 purchase, travel, and fleet card programs. + Ensure compliance with FAR, DHS acquisition policies, and internal financial controls. + Conduct post-payment audits and monitor expenditures. + Investigate discrepancies and report potential fraud, waste, and abuse. + Provide support for A-123 internal controls assessment and financial audits. + Prepare monthly and quarterly financial reports on bankcard expenditures. Qualifications: Education: + Bachelor's degree in Finance, Accounting, Business Administration, or a related field. Experience: + 5+ years of experience in federal financial operations, auditing, or accounting. + Experience managing GSA SmartPay programs. + Familiarity with DHS financial management systems (FFMS, WebView, STATS). Preferred Certifications: + Certified Government Financial Manager (CGFM). + Certified Defense Financial Manager (CDFM). Proficiency in: + Federal acquisition and financial regulations (FAR, DFARS, FTR, FMFIA). + Microsoft Excel, PowerPoint, SharePoint, and financial reporting tools. Specialized Training in: + Federal funds control and reconciliation practices. + Financial audits and A-123 internal controls assessments. + Bankcard program compliance and reporting. Security Clearance: Must possess a Public Trust clearance.
