POSITION PURPOSE:
This position is responsible for support of the business, performance & integration, and designated NWD programs or projects. The Junior Business Analyst will be responsible for assisting execution of financial accounting, quality assurance, procurement, contracts and subcontracts in accordance with company policies, legal requirements, the Federal Acquisition Regulations, and other Government and customer provisions. Supports the Business / Performance and Integration Departments as required. Demonstrates a personal commitment to safety and quality.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Assists with the creation of a project-specific balance sheet and financial performance statement for NWD through roll-ups of all accruals, change control, and Requests for Equitable Adjustment (REAs).Assists in development and maintenance of performance reporting tools and tracking reports.Assists with all monthly reporting including data collection, inspections, report generation, monthly progress reports, QASP monthly assessments, CPR development, ETC workbook development, and schedule updates.Supports all aspects of the contracting process including customer interface, proposal preparation, fact finding, negotiation, contract and subcontract administration and contract closeout. Develops and responds to various types of solicitations (RFPs, RFQs, BAAs and other requests for offers). Prepares nondisclosure agreements/teaming agreements, subcontract agreements, terms and conditions, preparation and negotiation of modification and ensure contract compliance. Supports coordination with Clients, Project Managers, Functional Managers, Leads, and other disciplines.Understands proposal cost structures, material estimates, development costs, performance requirements, and delivery schedules requirements ideally within the construction, engineering or design industries.Understands FAR and Prime Contractor flow down provisions.Must have strong written and verbal communication skills.Strong organizational skills and ability to multitask while delivering timely, high quality productsMust have ability to work without day to day supervisionStrong attention to detail in performance of all work tasksLiaison with various teams to capture and facilitate all contract needs through managing the process from need for an agreement, through negotiation, drafting, execution, compliance and reporting. Maintains a safe working environment. Demonstrates awareness and implementation of applicable environmental, safety, and health (ES&H) requirements while also alerting co-workers of such requirements as needed.Demonstrates ability to get along with coworkers, customers and visitors.Demonstrates a personal commitment to safety and quality.Performs other duties as assigned.

MINIMUM QUALIFICATIONS:
To perform this job successfully, an individual must develop a strong background with various forms of government contracts including, but not limited to, cost plus fixed fee (CPFF), firm fixed price (FFP), time and materials (T&M), cost reimbursable (CR), indefinite delivery indefinite quantity (ID/IQ), multiple award contracts (MACs) and contracts awarded under the GSA schedules. Proven negotiating skills and the ability to exercise sound business judgment and discretion is critical.

Education and Experience:

Bachelor’s Degree in a related field. experience in the application of concepts, practices and methods from business administration, human resources (HR), accounting, financial management, pre-law or equivalent experience in supporting business type functions.Knowledge of Contract Administration, with Federal Contracting regulations and guidelines desired.Must have analytical skills and knowledge of budgets and finance.Must demonstrate track record in protecting sensitive HR and finance information.Must have ability to perform critical thinking and problem solving.Must thrive in a team-oriented environment, with proven ability to work with multiple organizations using strong written, presentation, strategic thinking, analytical, and relationship skills.Must have strong Microsoft Excel skills with the ability to develop reports using formulas and look-up tables.Must have demonstrated skills with Microsoft Word and PowerPoint.Must have proven ability to effectively manage multiple projects/tasks amid changing priorities in a highly dynamic environment. Must possess strong communication skills with excellent verbal and written skills. Must have good understanding of a project infrastructure and demonstrated effectiveness in working with service and support organizations such as human resources, accounting, security, facilities, procurement, information technology, and records.Must have ability to interpret contract for evaluation of performance compliance.A demonstrated advanced knowledge of applicable regulations and pertinent industry standards. Knowledge/experience in the scope of work inherent in operations and maintenance projects.

Skills and Abilities:
Language Skills

Ability to read and interpret documents.Ability to write routine and non-routine reports and correspondence.Experience writing and editing contracts/subcontracts and proposals desired, but willing to train.

Communication Skills

Ability to speak effectively before groups of customers or employees.

Reasoning Ability

Ability to define problems, collect data, establish facts and draw valid conclusions.Ability to interpret a variety of instructions and deal with abstract and concrete variables.

Other Skills/Abilities

Must be proficient with spreadsheets and word processing.Must have knowledge of purchasing functions in a government-contract environment.Requires good computer and written and verbal communication skills.

Special Requirements:

Ability to work overtime and travel as needed.Must be able to obtain and maintain a DOE “L” clearance.

PHYSICAL DEMANDS:

While performing the duties of this job, the employee is regularly required to talk or hear. The employee is required to sit for the majority of the day. The employee is occasionally required to stand, walk, reach with hands and arms, climb or balance, stoop, kneel, crouch or crawl, and drive.Must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, depth perception and the ability to adjust focus. Must be capable of wearing standard personal protective equipment (hard hat, gloves, coveralls, safety glasses, hearing protection, and safety shoes) as needed.

Works mainly in a fast-paced environment. The noise level in the work environment is usually quiet.
