Junior Cost Analyst
Location: USCG HQ, Washington, DC
Clearance: Active Secret
Support USCG CG-7 in the development and management of a standardized, defendable and repeatable process to generate and maintain USCG capability (operational) requirements in support of follow-on acquisition activities to improve the performance of all USCG missions.
Responsibilities· Conduct research and analysis for all USCG mission to identify mission gaps and deficiencies on operational effectiveness to identify solutions that would fulfill mission requirements; support initial acquisition strategies for USCG Mission Analysis Reports (MARs), DHS Joint Requirement Council (JRC) documentation, Non-Material Change Recommendations (NMCR), Indirect Study Reports, and Business Case Analysis.
· Use advanced mathematical and analytical methods to help organizations solve problems and make better decisions
· Collect and organize information from a variety of sources, such as computer databases and surveys
· Gather input from stakeholders involved in all aspects of a problem or from others who have specialized knowledge, so that they can help solve the problem
· Examine information to figure out what relevant to a problem and what methods might be used to analyze it
· Use simulations, predictive modeling, optimization techniques, and other methods to analyze information and develop practical solutions to business problems
· Advise decision makes on the impact of various courses of action to take in order to address a problem
· Produce written deliverables to include reports, spreadsheets, databases, formal process mapping, technical design, system testing and implementation activities explaining their findings and recommendations for managers, executives and other officials
QualificationsRequired:
· BA/BS with 5 years of experience
· 3-5 years of experience in cost estimation, government finance, cost/benefits analysis, and/or analytical focused positions.
· Bachelor’s degree in Economics, Mathematics, Operational Research, Engineering, Business, or Finance.
· Strong proficiency in MS Excel, MS PowerPoint, and other MS Office Suite products.
· Strong analytical background in gathering and interpreting complex amounts of data and excellent communication skills.
Preferred:
· USCG Plan support experience
· Knowledge of DHS Joint Requirements Integration and Management (JRIMS) process
