K9 Advisor OCONUSOverview:
K9 Advisor is a Subject Matter Expert supporting the Government of El Salvador as part of the Central America Regional Security Initiative.
This position is contingent upon contract award.
Primary Responsibilities: K-9 advisor for police K-9 units. Serves as an advisory resource for INL and/or El Salvador police, investigative, military, on specific aspects of planning and implementation of K-9 programs in El Salvador. Advises on canine care and performance, such as training protocols, working environments, diets, medical facilities, certification, canine selection, and housing. Support efforts to establish and maintain a permanent law enforcement presence in El Salvador. Develops detailed requirements for the successful integration of training, infrastructure renovation, and logistics support systems. Monitors and evaluates the progress of all related efforts to ensure compliance with relevant terms and conditions. Provide insight and advice to ensure that rigorous monitoring of approved activities is exercised on an ongoing basis. Recommends approval, as required, for deviations from approved plans, schedules, and scopes of work based on the progress of related initiatives and the political environment. Assists to organize and participates in meetings, seminars, and exercises to develop plans/programs for implementation of K-9 assistance in El Salvador and improve overall capacities to effectively modernize and accredit existing K-9 units. Prepares background materials and information to be used in preparing reports, speeches, briefings and testimony to articulate engagement on K-9 assistance to El Salvador. Tracks and manages budgeting and financial matters relating to all K-9 accreditation programs. Supervisory Responsibilities:None
Education and/or Experience: Bachelor’s Degree from an accredited institution in international affairs, police science, or other related field and/or graduation from a national law enforcement academy and special certification/qualifications that demonstrate the candidate is a subject matter expert in a specified field. 20+ years of demonstrated relevant experience to include: 10+ years working overseas coordinating implementing strategic initiatives and delivering foreign police training, 10+ years of field work supervising and conducting complex tactical operations (U.S. based and transnational), Supervisory/management experience at a police precinct or equivalent federal, state, or local law enforcement or military entity 3+ years’ experience assisting foreign police through advising and training of tactical police units. Experience working with law enforcement in Central and South America. Individual must have a demonstrated track record of accomplishment in the specific Subject matter requested. Demonstrated experience in drafting and authoring weekly, monthly and quarterly reports. Knowledge, Skills, and Abilities: Proficiency in Spanish and English. Working knowledge of managing program resources, project planning, analysis, design, implementation, monitoring, and evaluation. Knowledge and experience in law enforcement environment. Strong analytical, communication and inter-personal skills. Ability to work well with others. Proficient with Microsoft Suite of products including, Word, Excel, Access and E-mail business software. Certificates, Licenses, Registrations:Foreign Service Institute (FSI) level 3/3 Spanish, English level 5/5.
Security Clearance:MRPT Level Required
Must be able to successfully complete a U.S. government administered investigation for an MRPT (Moderate Risk Public Trust). U.S. Citizenship is required. Must be able to maintain MRPT eligibility. Physical Demands:Must be able to physically and medically perform in El Salvador and in challenging environments. While performing the duties of this job, the employee is required to be able to occasionally stand; walk; sit; use hands and/or fingers to handle, or feel objects, tools or controls; operate office equipment, reach with hands and arms; climb stairs; balance; stoop; kneel; talk or hear; taste or smell. The employee must occasionally lift and or move up to 25 pounds.
