For the Project: Technical Assistance in Support of Trade and Development in Mozambique – Promove Comércio
The Technical Assistance in Support of Trade and Development for the Promove Comércio programme works to improve the trade and business environment in Mozambique. It is part of a wider partnership—the Promove Comércio programme—between the Government of Mozambique and the European Union. Our work falls under two of three components.
Since 2022 DAI works with the Ministry of Industry and Trade to improve government coordination and the implementation of the Economic Partnership Agreement (EPA) and the World Trade Organization’s trade facilitation agreement reforms. By reaching effective implementation of EPA provisions, importers will be able to benefit from reduced import duty on European Union products, while exporters will be able to benefit from opportunities from applying rules of origin which will lead to added value on exports from Mozambique to the European Union.
The overall objective of the project is to improve trade and the business environment in Mozambique. The present assignment contributes to the following specific objectives of the PROMOVE Comércio programme:
Specific objective 1: To improve Government coordination and implementation of the EPA and WTO TFA trade facilitation reformsSpecific objective 3: Promote EPA trade opportunities among investorsThe purpose of this contract is to provide technical assistance to the Government of Mozambique for the implementation of EPA and WTO TFA trade facilitation reforms and capacity building to build knowledge and capacity of government, business associations, private sector, non-state actor (NSA) and trade and investment promotion agencies.
DAI is looking to recruit Key Expert 1: Team Leader; trade enabling and export promotion specialist (Replacement)
The Team Leader will lead the technical assistance as well as provide technical assistance, and will ensure the overall planning and implementation of the technical assistance. The Team Leader shall provide oversight, ensuring that activities adapt to the evolving needs of the client and beneficiaries over the duration of the programme. The Team Leader role is central to bringing together and focusing the efforts of all stakeholders involved in the project – including the NAO, MIC, the Revenue Authority and other government agencies, the EU Delegation, private sector entities and individuals with interests in international trade and investment, civil society and non-state actors. The Team Leader will engage with donors and other implementing partners in the domain of this programme’s activities to identify synergies and avoid duplication. The Team Leader will be especially responsible for the following:
Manage and implement the Programme and non-key experts for the duration of the present contract;Update the logical framework of the Promove Comercio programme;Prepare the inception plan and annual workplans (operational planning, budgeting, reporting and result monitoring);Service the steering committee and technical committees of the programme’s activities;Coordinate with the ministries and stakeholders during formulation of plans and implementation of approved activities; ensure support to high level policy, regulatory and private sector reform is provided in a timely manner;Closely collaborate with the beneficiaries to specify the requirement for non-key experts, draft ToR for their recruitment and supervise and support the short-term experts;Strengthen the capacity within the multi-stakeholder groups, export promotion institutions, trade service providers, and public-private dialogue fora, to develop and improve private-sector provided services in order to facilitate international trade;Ensure timely submission of outputs and reports, including those by non-key experts.Requirements
Qualifications and skills
Education to at least Master’s Degree in economics, international trade, or similar discipline relevant to the present programme;Excellent reading, writing and verbal communication skills in Portuguese and English, including the ability to read and write technical documents and to participate verbally in meetings in both languages.General professional experience
At least 10 years of professional experience in the implementation of complex projects, where a variety of experts were involved;Experience in managing projects similar in terms of size, technical subject matter and range from governance, institution building and private sector development, as well as variety of stakeholders – government, business associations, donor community, private sector and civil society, would be an advantage.Specific professional experience
At least 4 years’ experience as Team Leader, in projects that were completed successfully and of similar size and complexity, in at least two fields related to the present assignment i.e. trade development, trade promotion, trade facilitation, technical support to negotiations or implementation of free trade agreements;At least 4 years’ experience as Team Leader, in managing teams comprising national, regional and international experts and overseeing the successful design and execution of national interventions with diverse partners;At least 6 years working experience in at least two of the three fields related to the present assignment, i.e., trade development, or trade promotion or trade facilitation is required; At least two assignments supporting private or public export promotion institutions and/or trade promotion service providers in developing new services or improving services provision processes and strengthening public-private dialogue mechanisms on trade issues would be an advantage;At least 4 years of experience in sub-Saharan Africa is required, working with public institutions in fields related to the present assignment;Demonstrated experience in supporting the negotiations or implementation of international trade agreements is required;Knowledge of the EU-SADC Economic Partnership Agreements or of an EPA of another region would be an advantage;Knowledge of the WTO TFA would be an advantage; Administrative and organisational proficiency for oversight of project and budget planning, and reporting.Starting date: ASAP
