For Project: Technical Assistance to Inclusive Regulatory Environment Conducive to Business and Investment in Zambia

The overall objective (Impact) to which this action contributes is: sustainable and inclusive economic growth and job creation in Zambia through an improved business climate and green investment opportunities in Zambia.

The specific objectives (Outcomes) of this contract are as follows:

Outcome 1:  The Business Regulatory Review Agency (BRRA) and selected regulatory bodies are institutionally strengthened.Outcome 2:  Regulatory Service Centres (RSCs) in selected provinces are operationalised. Outcome 3:   One-Stop Shop Integration System (OSSIS) and e-Registry are improved.Outcome 4:  The Single Licensing System (SLS) in selected priority economic sectors is set up and operationalised.Outcome 5:  The existing Public-Private Dialogue (PPD) platform is strengthened. Outcome 6:  The policy and regulatory framework for business are streamlined.Outcome 7:  National Green Growth Strategy is finalised, launched and implemented.
 

DAI is looking to recruit  Key Expert 2: Business Systems Development Expert

The Business Systems Development Expert shall report to the Team Leader and shall be responsible for technical leadership, support and coordination of the needs analysis, identification, design and implementation of all the ICT-based business systems/solutions foreseen under this project. S/he will be required to work closely with, and ensure full involvement of the relevant ICT experts and officials of the beneficiary institutions, MoCTI and SMART Zambia, in order to implement systems that fully respond to the needs and are compliant to all regulatory requirements. S/he will also be responsible for supervising the NKEs that will be engaged on his assignments, and for technical review and acceptance of the work done by NKEs.

Qualifications and skills

A Master's Degree or equivalent qualification2 – in : Computer Science, Information Technology, Computer Engineering, Information Management Systems or any directly related field; or, in its absence, a Bachelor's Degree in any of these stated disciplines, plus three (3) years of relevant post-graduation professional experience in addition to those set out under general professional experience – minimum requirement.Fluency in both oral and written English to a C1 level of proficiency3 – minimum requirement.Excellent presentation and report writing skills – preferred requirement.Computer literacy and proficiency (MS Word, Excel, PowerPoint  etc.) – preferred requirement.

General professional experience

At least eight (8) years of post-graduation working experience in designing, development, implementation and management of computer and network-based information systems. For those with a Bachelor’s Degree, this should be in addition to the three (3) years required under qualifications and skills – minimum requirement.Previous experience of working in Sub-Saharan African (SSA) countries – preferred requirement.

Specific professional experience

Proven experience of at least one project/assignment in delivering digital business processes and structures – minimum requirementProven experience in ICT applied to the fields of business environment, business solutions, e-business/e-commerce, and e-governance – minimum requirement.Proven experience in developing systems for e-services, including information delivery, by government to citizens, businesses or other governmental agencies – preferred requirement.Proven experience in IT project management – minimum requirement.Previous relevant experience with cooperating partners’ funded programmes – preferred requirement.

Starting date: ASAP

End of the project: April 2027

Input: part-time - 15 working days per month

Location: This project has a national scope, but the operational base will be Lusaka, the capital city of Zambia. The TA team will be based in Lusaka and will have occasional travel to the districts and provinces, as required.
