Project description:
Regulation (EU) 2021/947 of the European Parliament and of the Council of 9 June 2021 establishing the Neighbourhood, Development and International Cooperation Instrument - Global Europe. COMMISSION IMPLEMENTING DECISION of 26.07.2024 on the financing of the annual action plan in favour of the Neighbourhood East Region. Following on from the work and progress achieved through the Statistics Through Eastern Partnership programme, the overall objective of the current programme is to continue to promote evidencebased policymaking and to foster democratic development through improving and enhancing the quality and availability of reliable and comparable statistical data in the Eastern Neighbourhood countries and to increase their dissemination to policy makers, other users and the wider public. Additionally, this action contributes is further preparation of the statistical authorities in Georgia, Moldova and Ukraine as new EU candidate countries for future EU membership by aligning their present methodologies and practice with the statistical acquis and integrating them into the European Statistical System.
INDICATIVE KEY EXPERT PROFILES
**Key Expert 2: Expert on Macro-economic statistics (including business statistics, ICT, energy, transport)**
Qualifications and skills:
+ University Degree, preferably completed by post-graduate studies either at Master’s or PhD, or equivalent in economics, statistics or related field.
+ Written and spoken English at level B2 according to the Common European Framework of Reference for Languages
+ Knowledge of Russian will be an asset.
General professional experience:
+ Proven professional experience of at least 5 years in a national or international statistical institution.
+ Proven experience of at least 5 years in the design of statistical frameworks (methodological guidelines, manuals, recommendations, etc.) in, at least one, of the broad statistical domains in question.
Specific professional experience:
+ Proven experience of at least 2 years in providing consultancy and/or supervision of methodological work in official statistics related to the domain(s) of macro-economic statistics.
+ Experience in providing consultancy in statistical development projects will be an asset.
+ Experience in the ENP East region (Armenia, Azerbaijan, Moldova, Ukraine, Georgia) and in harmonizing their statistical methodologies between the countries and with the EU will be an asset
