**Key Expert 3: Green Economy Policy Expert** City/Country Location Details **Lusaka/Zambia** Employment Status Job Type **Consulting** **For Project:** **Technical Assistance to Inclusive Regulatory Environment Conducive to Business and Investment in Zambia** The _overall objective_ (Impact) to which this action contributes is: sustainable and inclusive economic growth and job creation in Zambia through an improved business climate and green investment opportunities in Zambia. The _specific objectives_ (Outcomes) of this contract are as follows: + Outcome 1: The Business Regulatory Review Agency (BRRA) and selected regulatory bodies are institutionally strengthened. + Outcome 2: Regulatory Service Centres (RSCs) in selected provinces are operationalised. Outcome 3: One-Stop Shop Integration System (OSSIS) and e-Registry are improved. + Outcome 4: The Single Licensing System (SLS) in selected priority economic sectors is set up and operationalised. + Outcome 5: The existing Public-Private Dialogue (PPD) platform is strengthened. Outcome 6: The policy and regulatory framework for business are streamlined. + Outcome 7: National Green Growth Strategy is finalised, launched and implemented. **DAI** is looking to recruit **Key Expert 3: Green Economy Policy Expert** The Green Economy Policy Expert shall report to the Team Leader and shall be responsible for technical leadership, support and coordination and implementation of the activities under outcome 7. S/he will be required to work closely with, and ensure full involvement of the relevant climate change experts and officials of the beneficiary institutions, MoGEE and ZEMA, in order to formulate the required policy and strategic plan. _Qualifications and skills_ + A Master's Degree or equivalent 2 qualification in any of the following fields: **economics, environmental science, environmental management, environmental studies, climate change, geography, and development studies** – **minimum requirement** . + Fluency in both oral and written **English** to a C1 level of proficiency 3 – **minimum requirement** . + Computer literacy and proficiency (MS Word, Excel, PowerPoint Presentation etc.) – **minimum requirement** + Excellent presentation and report writing skills – **preferred requirement** . _General professional experience_ + At least 5 years of traceable relevant post-graduation professional experience, in **design and/or implementation of climate change and/or green economy reforms, greening the business environment and investment climate, green finance, development of green business/investments** – **minimum requirement** . + At least 4 years project management experience in a multi-stakeholder and/or multi-cultural environment – **minimum requirement** . + Proven experience of institutional strengthening, institutional coordination in relation to implementation of climate change, environment, green growth policies, strategies, programmes, projects – **preferred requirement** + At least 2 years of working experience in Sub-Saharan Africa (SSA) region – **preferred requirement** . _Specific professional experience_ + Proven experience in implementing donor-funded TA programmes/projects in climate change, green transition, environmental reforms– **preferred requirement** . + Proven experience in setting up monitoring and evaluation systems for green growth policies – **preferred requirement** . + Proven previous experience in supporting Green Growth Strategy development process – **preferred requirement** . **Starting date:** ASAP **End of the project:** April 2027 **Input:** total of 360 working days till the end of the project (part-time) **Location:** This project has a national scope, but the operational base will be **Lusaka** , the capital city of **Zambia** .
