About Pacific Labour Mobility Support Program     

The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative for the Australian Government that enables workers from 9 Pacific Island Countries (PICs) and Timor- Leste to work in priority sectors in Australia. The Pacific Labour Mobility Support Program’s (PLMSP) role is to provide the Department of Foreign Affairs and Trade (DFAT) and governments in 9 PICs and Timor-Leste with support to enable workers to access PALM scheme in inclusive ways that maximise the benefits for the workers and national economies while minimising risks from labour mobility participation. Palladium is contracted to deliver PLMSP on behalf of DFAT.  

This Opportunity  

The Knowledge and Learning Manager will be responsible for overseeing the implementation and ongoing management and resourcing of the PALM scheme e-learning strategy to facilitate expansion of Pacific circular labour mobility to Australia. This position includes the management of the rollout and continuous improvement of the PALM scheme e-learning function.

The role will be responsible for the continued implementation of the current knowledge and learning strategy, while collaborating and consulting with internal stakeholders for pilot testing and implementation.

This is a fixed term opportunity required till September 2028 with possibility of extension.  

The Knowledge & Learning Manager will be responsible for:  

·       Implement the PALM scheme e-learning strategy in alignment with broader program requirements and end-of-program goals, and in response to ongoing program changes.

·       Manage the ongoing contract for the learning management system, in collaboration with PLMSP IT team, and other platforms/tools as required.

·       Oversee the conception, capture, creation, organisation and assessment of high-quality knowledge and learning/e-learning assets for the benefit of a range of PALM scheme stakeholders.

·       Develop and deliver knowledge/e-learning materials specific to the current and evolving information requirements of the PALM scheme and its key stakeholders, including cultural awareness products and worker and family preparation information and tools.

·       Manage ongoing consultation and collaboration processes with Pacific and Timor-Leste and Australian program stakeholders as part of product development process, for new and pilot knowledge and learning initiatives.

·       Understand how innovation and technology shape the way we work and introduce new ways of working through AI, data and technology.

·       Train, mentor and coach more junior colleagues, supporting them to work through ambiguity and ensuring messages from leadership are supported and clearly cascaded.

We are seeking an individual who:  

Has tertiary qualifications in a relevant discipline such as such as international relations, communication or education, with experience in knowledge and learning management, teaching, international relations; or an equivalent combination of relevant experience and/or education. Has demonstrated experience implementing, working with or managing technical systems for knowledge management, e-learning or other purposes.

·       Has highly developed verbal and written communications skills, with a demonstrated ability to establish and maintain effective working relationships with a range of personnel from different disciplines.

Demonstrated experience in leading and managing teams and technical inputs, including sub-contractors.

·       Will operate with high levels of integrity, consistent with the intent of DFAT’s Ethics, Integrity and Professional Standards Policy Manual.

·       Can self-evaluate quality of work, thrive on continuous improvement, encourage and value feedback from others and develop skills in providing balanced feedback to others.

·       Will foster equality, diversity and inclusion, drawing on capabilities from within the country/region wherever possible

Has personal initiative, drive and excellent interpersonal skills
