Knowledge Management Analyst (KMA) (SIOP-2024- 21438):

 

Bowhead is seeking to network with a Knowledge Management Analyst (KMA) for future/upcoming opportunities to provide knowledge management/business intelligence and on-site customer support and technical assistance to the Shipyard Infrastructure Optimization Program (SIOP) under the direction of the Program Executive Officer- Industrial Infrastructure (PEO II) and Program Management Office 555 (PMO 555).  This position will be located at the Washington Navy Yard.

 

The Shipyard Infrastructure Optimization Program (PMO 555), is chartered with the design and execution of the recapitalization and modernization of the infrastructure at Pearl Harbor, Puget Sound, Norfolk and Portsmouth Naval Shipyards to include critical dry dock repairs, restoring needed shipyard facilities and optimizing their placement, replacing aging and deteriorating capital equipment, and implementing technology innovations.  Critical to the success of the program is the design, development, implementation, and management of the SIOP Operations Center (SOC).

 

The SOC will serve as both a working and briefing space to provide a central node for actionable information to enable staff problem solving, in alignment with best business practices (NPIER) to Get Real, Get Better, and to track and view key program status areas to inform problem solving, prioritize action, and escalate issues to achieve program objectives.

 

 

Responsibilities

The Knowledge Management Analyst will assist in the planning and management of the SOC and will provide expertise in the following areas:  1) Business Intelligence (e.g., Microsoft Power BI), 2) Information management and data visualizations, 3) Program dashboards to include metrics, and 4) Continuous update and maintenance of data displays, electronic displays, and audio-visual capabilities within the SOC.

 

Knowledge Management Analyst job duties include but are not limited to: 

Assist in the development and execution of a knowledge management strategy including content generation, data aggregation, technology planning, user orientation, information visualization, and process definitionIntegrate various information streams such as high-quality video and data feeds from shipyards and other enterprise repositoriesDesign and create display imagery, data, metrics, and other briefing products for the 4 shipyards and program simultaneouslyDesign, develop, synthesize and curate content based on user information requirements, behavior, and intended audienceProven experience in working across a distributed team in multiple time zones.Project management skills, including successful delivery to long term project goals, working to tight deadlines, and managing with limited resources in a matrixed organization.Strong analytical skills and time management skills; ability to manage multiple priorities while delivering high level results.Provides advice, guidance, and support to help people to adopt and embed knowledge management. Contributes to the definition of policies, standards, and guidelines for knowledge management.Champions and leads in the development of an organizational knowledge management approach. Shares different approaches for knowledge sharing across communities of practice, business units, and networks.Requires a thorough understanding of Video Teleconferencing technologies. Qualifications Must possess the ability to communicate verbally with the user community, effectively and efficiently. Must be familiar with Department of Defense (DOD) networking and security accreditation requirements. Must have knowledge in the installation, maintenance, and administration of computer systems and related technologies in a LAN/WAN environment. DoD 8570 Information Assurance Technical Level II certification requirements preferredEducation/Experience/Certifications:The successful candidate should hold a college degree and have at least 5 years’ experience working in content management, data management and business intelligence applications. This experience will have been gained in a global, hi-tech environment and knowledge of DOD/Department of the Navy technologies will be particularly advantageous.Certification in data analytics, a plus. (Microsoft Power BI Data Analyst, Certified Power BI Data Analyst Associate, or similar.)Physical Demands:Must be able to lift up to 20 pounds Must be able to stand and walk for prolonged amounts of timeMust be able to twist, bend and squat periodically

 

SECURITY CLEARANCE REQUIREMENTS: Must be able to obtain a security clearance at the Secret level.  US Citizenship is a requirement for Secret clearance at this location.
