Knowledge Manager

The Defense Intelligence Agency's Directorate for Operations (DO) creates and manages disparate and critical initiatives to manage data elements essential to its specific authorized missions. While data sharing has occurred through collaborative means, the process is marred with inconsistent raw data formats, importing and exporting issues across databases, and antiquated systems that are not equipped to process large amounts of data accumulated over time. DO requires more effective and efficient ways to access, store, and share data across the Intelligence Community (IC) functional areas ultimately culminating into fully integrated Common Operational Picture (COP).

Our Knowledge Managers (KM) will work as part of a greater team to support the DIA DO with the implementation of various tools and processes to better automate and standardize knowledge management within the organization.

Our Knowledge Managers (KM) will develop and design and implement knowledge management solutions using various developing tools primarily within a well-established SharePoint environment. Our Knowledge Managers will utilize these highly configurable SharePoint capabilities to integrate information data sets into the DIA DO COP. Some of these capabilities will be customized solutions designed specifically for DIA DO. The KM will play a major role in developing data strategy, goals, and roadmaps to execute Data Modernization, leveraging a phased KM evolution.

The KM serves as the specialist performing duties involving identifying, gathering, processing, storing, and analyzing large data sets, interpreting trends, and communicating results to manage and create new knowledge. The KM will develop technology-based automation, products, and impactful organization aids to transform critical business data into consumable insight leveraged by components and the DO COP. Also, the KM will analyze business processes, create, test, implement, maintain, and document automated business processes and collaborative services.

Responsibilities

Reports directly to the Project Manager (PjM).

Works individually and as part of a team.

Participates in activities to help DIA DO modernize and improve data/information processing, and control, and provide real-time data access across DO mission areas. This includes but is not limited to SharePoint, collaboration portals, internal databases and/or file sharing sites, and other platforms.

Works closely with mission experts, program managers, and other leaders to help strategically plan, develop, analyze, and prioritize DO capabilities in support of the Defense Intelligence Agency (DIA), DoD and IC mission objectives.

Develops, creates, and executes knowledge management strategies and frameworks to integrate and synchronize knowledge management across DO. This entails knowledge creation, capture, sharing (collaboration), use, and transfer while ensuring consistency, standardization, integration, quality assurance, and compliance with applicable policies.

Develops, implements and defines detailed business analytics to better evaluate impact, identify efficiencies, adjust priorities, and drive on-going strategic program and resource planning through informed decision-making milestones throughout financial and programmatic year.

Advises and guides exploratory creation of industry best practices in knowledge management innovation through best practices in industry and transfer or exploitation of established knowledge within the organization and the broader IC.

Pertaining to the knowledge management mission, assists in leveraging existing technology and automation tools in a comprehensive approach that influences people, processes, culture and structure.

Provides knowledge management support that includes data processing for statistical modeling and graphic analysis (metrics).

Performs computer coding to automate collecting and processing data.

Performs data collection, produce results of analyses in graphs, charts, tables, and metrics and prepare products to describe and document findings and activities.

Briefs senior leaders and decision makers on status updates, features, benefits etc.

Contributes to and prepare monthly reports as required.

Qualifications

Current active TS/SCI security clearance.

Current CI Poly recognized by Defense Intelligence Agency (DIA) or ability to obtain as part of the onboarding process.

Minimum 5 years' demonstrated experience working with MS SharePoint.Demonstrated experience with MS Office Suite and experience conducting data and statistic manipulation.

Able to work individually and as part of a collaborative team.

Excellent communications skills able to brief senior leaders and decision makers.

Desired Qualifications:

Successful completion of MS Certified Solutions Expert (eg. Excel, SharePoint, and PowerPoint) or current applicable certification.

HTML coding experience such as Python to develop and manage data visualization tools.

Working knowledge of Tableau, ArcGIS and the ability to produce photo process/editing, graphic design and creation of professional multi-media presentations in SharePoint.

Pay Range

$150,000-$160,000
