Working conditionsare primarily in an office environment. May exercise supervision overassigned staff. Work Location 100 W. Houston (City Tower), San Antonio, Texas 78205 Work Hours 7:45 a.m. - 4:30 p.m., Monday - Friday Essential Job Functions + Implements the practices and procedures established for contract initiation, monitoring, or compliance. + Performs initiation, monitoring, or compliance activities for City contracts. + Prepares detailed written reports and presentations regarding contracting projects. + Performs special reviews, projects, and programs, and may prepare Requests for Proposals (RFP's). + Provides technical assistance and direction regarding contract compliance. + Provides staff support as required for special projects. + Performs related duties and responsibilities as required. + Provides direction to staff regarding improvements to contracting procedures. + Supervises staff and gives direction regarding contract compliance issues and related matters. + Oversees all negotiations, terminations, and renegotiations of contracts. + Approves or rejects requests for deviations from contract specifications and delivery schedules. + Develops contract compliance work plans and objectives. + Conducts presentations regarding contracting projects. Job Requirements + Bachelor's Degree from an accredited college or university. + Three (3) years increasingly responsible experience in contract management, preparation or compliance. + Valid Class "C" Texas Driver's License. Preferred Qualifications + Three (3) years supervisory experience, + Three (3) years experience with prevailing wage requirements, + Three (3) years interpreting local, state and federal laws, + Three (3) years experience with general conditions in construction contracts, Applicant Information + If selected for this position, official transcripts, diplomas, certifications, and licenses must be submitted at the time of processing. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university. + Applicants selected for employment with the City of San Antonio in this position must receive satisfactory results from pre-employment drug testing and background checks. If required for the position, a physical, motor vehicle record evaluation, and additional background checks may be conducted. Knowledge, Skills, and Abilities + Knowledge of contract management standards, planning, solicitation processes, contract monitoring and compliance practices. + Knowledge of Federal, State, and local laws, ordinances, policies, procedures and regulations pertaining to contracts. + Ability to operate a computer keyboard and other basic office equipment. + Skill in utilizing a personal computer and associated software programs. + Ability to understand contract management data, documents, and reports. + Ability to understand and interpret financial and cost accounting data. + Ability to work independently and perform contract services projects from inception to completion. + Ability to communicate effectively. + Ability to establish and maintain effective working relationships with co-workers, City Management and their staff, vendors and contract service providers, and the general public. + Ability to maintain confidentiality of information. + Ability to perform all the intellectual and analytical requirements of the position, including decision-making.
