The Labor Relations Lead, will:

Be the point of contact for the projects with labor union and workforce groups; Negotiate labor agreements for the project, including Project Labor Agreements and Labor Peace Agreements; andBe responsible for project compliance with labor and workforce commitments and requirements, including for securing tax credit benefits.


What You Will Bring:

Bachelor’s degree in business, labor and industrial relations, or related field. 10+ years of experience managing labor relations in the construction industry, and/or workforce development experience. Knowledge of career training programs and/or experience in the offshore wind industry are each a plus. Demonstrated relationships with organized labor in New Jersey and New York.Demonstrated experience in issues related to workforce development and the labor and union representation in New Jersey and New York. Extensive knowledge and understanding of labor law, collective bargaining laws, contractual agreements.  Experience in developing and implementing strategic plans, and in negotiating labor agreements. Demonstrated ability to develop and maintain relationships with key stakeholder groups.Ability to communicate effectively with industry representatives, labor groups, training programs, including writing, presentation, and interpersonal skills that resonate with audiences of different backgrounds; the ability to communicate clearly and effectively in speech and in writing.Strong project management skills and the ability to successfully work independently, multi- task, set priorities, and meet deadlines.Knowledge and/or experience with local, state, and/or regional efforts concerning offshore wind workforce development.Knowledge and/or experience with the development of offshore wind projects or large infrastructure projects preferred.Relevant formal training or degree may be considered in place of some direct experience.Proficient in Microsoft Office Suite.

Activities Serve as a trusted resource for the labor and workforce community to inform them about the offshore wind industry, Attentive Energy’s project development needs in the New York Bight, and establish linkages and areas for cooperation and understanding to advance the offshore wind energy workforce. Lead the development and negotiation of PLA and any Labor Peace Agreements (LPA), in coordination with project management. Review and analyze collective bargaining agreements (CBAs) with unions appended to the PLA and LPA and advise the company (across project teams) on company/contractor obligations. Coordinate with the External Affairs team to build and execute effective communication strategies with industry representatives, labor/union representation within the trades industry, and state and federal agencies.Listen to, gather feedback from, and engage with local trades and union organizations to ensure Attentive Energy can build local partnerships.Collaborate with the labor community to facilitate apprenticeship and labor programs and inform the project and its suppliers on opportunities to identify, recruit and train local residents to work in the offshore wind industry in a manner that complies with all federal and state requirements and commitments (e.g., OREC, ITC).Develop strategy to increase workforce diversity and support a just transition - identify barriers to entry for offshore wind careers.Understand required offshore wind safety and technical training programs and what current capabilities are to meet safety requirements and report this information to the project team and relevant stakeholders. Assist in the organization of meetings and open houses to solicit input and comments on topics of interest, available and recommended datasets, and future workforce needs.Develop strategies and creative solutions to mitigate potential adverse project construction and operations impacts during all phases of pre-construction, construction, and operation & maintenance.Travel on ad hoc basis, typically around New York and New Jersey, to meet with labor unions, industry representatives, workforce development groups, and attend/participate in workshops and conferences.
