Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position performs a variety of manual labor tasks incidental to trade or craftwork requiring application of knowledge and experience gained on previous similar assignments. Responsibilities Assists skilled trades or craftsmen by retrieving tools or materials; holds, moves, lifts, or carries items. Cleans equipment and work areas. Digs and grades trenches with hand tools. Fills and levels holes in roadways. Sets forms, mixes and pours concrete. Operates power lawn mower. May occasionally operate jack hammer or power tools. Loads and unloads trucks; moves, sorts, arranges, or stacks a variety of supply items. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) LABORER ~ without more than normal supervision. Performed simple manual tasks that require a basic understanding of cleaning, grounds maintenance and lifting procedures; performed routine operator maintenance of hand tools and equipment; safely used industrial cleaners (typically used in households) and basic hand and yard tools and equipment, such as a rake, pitch fork, wheelbarrow, hand-pump sprayer, hand truck, shovel, push lawn mower (manual), hammer, screwdriver, wrench, and pliers; and performed routine work assignments with little or no assistance (e.g., picking up all paper and trash around the work site three times a week) - Failure to meet this Screen out Element will result in an ineligible rating. Exerts very heavy physical effort in doing such tasks as frequently lifting and moving objects weighing over 50 pounds, running power mowers on grades or pushing heavy wheel barrow loads of concrete, etc. Works outside in all kinds of weather, and inside in areas that may be dusty, drafty, and noisy. Equipment, tools, and tasks involved at this level frequently require special care to avoid serious injuries. Work on and around river or lake structures involves hazards of falling and drowning. Work requires continuous standing, walking, and stooping. Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
