Summary About the Position: Performs a variety of extensive maintenance and upkeep duties in and around the assigned buildings and facilities. Responsibilities May also perform specifically assigned tasks as a member of a maintenance and repair team. Cuts limbs and trees using axes or chain saws. Uses a high-powered pressure washer for cleaning sidewalks, building exteriors and other facilities Uses high-powered water hoses for washing water treatment basins. Uses a gas-powered trimmer to trim grass around buildings, sidewalks, trees and shrubs. Utilize gas powered walk behind and riding lawn mowers. Operates vehicles such as trucks, sedans and station wagons weighing up to 26,000 pounds, to transport bulk materials as well as passengers; on and off the installation. Operates support construction equipment such as vacuum pump, tractor-mounted mowers, and typical mowing equipment. Performs preventative maintenance. Required to work from written and oral instructions. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a Laborer (MVO)~ without more than normal supervision. - Perform common labor and motor vehicle operating duties. I am skilled in cleaning tools, equipment and work areas in a shop or similar environment. I have the ability to complete a variety of ground maintenance tasks and to work in a maintenance repair facility for buildings and mobile equipment. I work under close supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. Failure to meet this Screen out Element will result in an ineligible rating. PHYSICAL EFFORT Frequently lifts, carries, and moves objects weighing in excess of 50 pounds. Position requires frequent bending, stooping, standing, reaching, pushing, pulling, working on ladders and walking. Motor vehicle operation requires light physical effort in reaching, bending, turning, or moving hands, arms, feet, and legs to operate hand and foot controls. WORKING CONDITIONS Laborers perform work outdoors, indoors, underground, and in confined spaces. Indoor and underground work may occur in drafty and wet places all year long. Outdoor work may be performed for long periods, under all weather conditions, all year long. Work may be performed in close proximity to coworkers or may be performed alone. Floor and deck surfaces are sometime uneven, oily and slippery. Incumbent is exposed to moving objects and sharp edges with the possibility of cuts and bruises, noise and vibration from equipment. Occasionally the employee must climb and work from ladders (stationary, extension) and scaffolding, and is subject to serious injury from slipping and falling. Work requires being around moving objects or vehicles. Work involves exposure to dirt, grease, oils, smoke, chlorine, gas, some solvents and other mild hazardous chemicals. Work is mostly outside and operates vehicles in all kinds of traffic and weather on public roads and exposed to the danger of serious accidents. Drivers are exposed to dirt and fumes, and the possibility of cuts, bruises, and broken bones as a result of accidents when loading and unloading the vehicle. They drive in heavy traffic and at highway speeds over complicated road and interchange systems. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. Student Loan Repayment Program (SLRP) may not be authorized. Temporary Appointments may be extended up to a maximum of 3-Years. If a permanent federal employee applies and is selected, the employee will forfeit their permanent status and becomes subject to the provisions of the temporary appointment. Permanent employees who accept time limited appointments will not have placement rights to the previously held permanent position at the end of the time limited appointment. Army employees with permanent status may be placed into a time-limited appointment upon acknowledgement of the potential ramification (separation at the end of the time-limited appointment) and it is agreed to in writing.
