Summary: Goldbelt Glacier is looking for a Lactation Consultant. Work Schedule: Workdays will generally consist of eight (8) hours per day. Services are generally required five (5) days each week (Monday through Friday), excluding U.S. Federal holidays. Required eight (8) core work hours are 7:30 a.m. to 4:30 p.m.; however, services may be scheduled between the hours of 6:00 a.m. to 7:00 p.m. but should not exceed eight (8) hours, Monday through Friday if mission requires (e.g., Wing exercise, readiness-related real-world mission, etc.). Work hours are subject to change based on need and as mutually agreed between the COR and the contractor; however, the total number of hours will not exceed eighty (80) hours per two (2) week period. A lunch period is not a payable period but will be coordinated with the COR. Commuting time to and from required place of performance is not compensable by the Government. Responsibilities Essential Job Functions: Provide lactation support in accordance with their specific lactation certification scope of practice whether an International Board-Certified Lactation Consultant (IBCLC), Advanced Lactation Consultant (ALC), and/or Certified Lactation Counselor (CLC). Provide direct and indirect support to breastfeeding couples (mothers and babies) in support of medical care and in accordance with established standards of care, as well as policies and procedures of the 35 MDG. Collaborate with the nursing staff in assessing, planning, implementing, and evaluating patient care activities for the breastfeeding couple. Collaborate with nursing staff, physicians, other departments, and facilities for the care and benefit of the breastfeeding couple. Promote breastfeeding beyond the first few weeks of life and assist the breastfeeding couple to reach their own goals for breastfeeding. Serve as a point of contact for breastfeeding couples, nursing staff, physicians, other departments or disciplines, and facilities involving issues related to lactation. Facilitate follow-up services for breastfeeding couples after discharge for as long as the breastfeeding relationship continues. Provide comprehensive breastfeeding education and support to prenatal mothers desiring to breastfeed, including networking with other clinics and providers. Create an environment that promotes education and learning for staff and patients. Conduct bedside lactation rounds daily and homecare as appropriate. Consult with mothers having breastfeeding difficulties. Participate as needed in communication and decision-making activities within the Maternal Newborn Unit (MNU), Medical Surgical Unit (MSU), Pediatric Clinic, and OB/GYN Clinic. Refer breastfeeding mothers for breast pump purchases and supplies, as appropriate. Know that the WIC office has pumps available for use. Plan, teach and conduct in-service education for hospital staff, to include but not limited to MNU, MSU, Pediatrics, and OB/GYN personnel. Plan, organize and deliver lactation management services to all breastfeeding patients, both in-patient and outpatient. Display excellent oral and written communication skills in performance of all duties and tasks. Complete telephone consultations with provider review and coordinate, as needed or appropriate. Document care information in manual/automated record system. Follow Health Insurance Portability and Accountability Act guidelines. Instruct patient and/or family member on rights, responsibilities, care plans, follow-up, warning signs and other needed information. Complete shift administrative paperwork before leaving shift. Close out any open Armed Forces Health Longitudinal Technology Application (AHLTA), Essentris, or MHS Genesis encounters per established guidelines. Work requires physical exertion such as prolonged periods of walking, standing and bending, some moderately heavy lifting (e.g., assisting patients, lifting, moving medical equipment/furniture), with extended periods of reaching, sitting, and stooping. Work involves moderate risks or discomfort, and potential hazards associated with risk of exposure to contagious diseases, radiation, or infection, which require safety precautions, and use of personal protective equipment (PPE). Contractor must adhere to 35 MDG infection control procedures. Potential risk of injury exists when dealing with emotionally stressed or highly reactive patients. Obtain and document patient and pertinent family history. Orient new patients and their families as required. Receive patient assignments, formulate, document, and implement a care plan for assigned patients and review and update them as required. Check patient identification, physician’s orders, preadmission and transfer information as applicable. Requisition and arrange for ordered diagnostic and therapeutic services as directed by the Government. Provide antepartum, intrapartum, and postpartum classes on breastfeeding, breast care, and related topics to inpatients and/or outpatients in a group or one on one. Provide clinical oversight activities of military and civilian staff who provide breastfeeding support to antepartum, intrapartum, and postpartum patients who require breastfeeding support throughout the facility. Assess and evaluate lactation education for mother-infant in response to written requests by nursing and medical staff. Serve as a liaison between patient and physician, as well as between hospital and the fleet, and the community. Provide staff education and training in breastfeeding/lactation within the Maternal Child Product Line. Plan, teach and evaluate classes for expectant and new breastfeeding mothers. Create a milieu that promotes learning for staff and patients. Consult with mothers having breastfeeding problems. Participate in quality assurance programs to monitor the caliber of the program as directed by the Government. Perform other duties related to lactation and mother-baby services as assigned. Maintain a level of productivity comparable with that of other individuals performing similar services. Comply with the standards of The Joint Commission, applicable provisions of law, and the rules and regulations of any and all governmental authorities pertaining to licensure and regulation of health care personnel and medical treatment facilities, the regulations, and standards of medical practice and the MTF’s medical staff bylaws. Adhere to and comply with the Department of the Navy, and local instructions and notices in effect during the term of the contract. Participate in peer review and performance improvement activities. The HCW shall comply with the HIPAA (Health Insurance Portability and Accountability Act) privacy and security policies of the treatment facility. Providers shall obtain/maintain a National Provider Identifier (NPI) in accordance with DOD and MTF policy/instruction, as applicable. Qualifications Necessary Skills and Knowledge: Ability to read, write, speak, and understand the English language fluently and maintain good communication skills with patients and other health care personnel. Shall be physically capable of standing and/or sitting for extended periods of time and capable of performing all services required under the task order. Excellent customer service skills. Minimum Qualifications: Must graduate from a college or university accredited by Accreditation Commission for Education in Nursing (ACEN), the Commission on Collegiate Nursing Education (CCNE). All practice hours they earned for their licensure must be written in the resume or provided. Must graduate from a college or university accredited by Accreditation Commission for Education in Nursing (ACEN), the Commission on Collegiate Nursing Education (CCNE). If an applicant is not registered nurse, must have completed an approved Healthcare Related Associates Degree or higher. A Bachelor’s degree is preferred. Certifications. Must have completed a lactation certification program as well as maintain a current certification. This can be an IBCLC, ALC, or CLC certification. Contractor is also responsible in completing Basic Life Support (BLS), Neonatal Resuscitation Program (NRP), and Pediatric Advanced Life Support (PALS). It is the contractor’s responsibility to maintain a current certification. Contractor personnel must complete all required training and certifications due before their expiration date. Must have minimum of one (1) year lactation service experience within the last five (5) years. The HCW must maintain a valid, unrestricted, current registered nurse license (with no limitations, stipulations or pending adverse actions) in one of the 50 states, the District of Columbia, the Commonwealth of Puerto Rico, Guam or the U.S. Virgin Islands. It is the contractor’s responsibility to maintain current licensure. Contractor personnel must complete all required training and license certifications due before their expiration. The contractor must be in good standing and under no restrictions, with the state licensure board in any state in which a license is held or has been held within the last 10 years. Graduate from a college or university accredited by Accreditation Commission for Education in Nursing (ACEN), the Commission on Collegiate Nursing Education (CCNE) A minimum of two years of Registered Nurse clinical experience in the acute care setting Each HCW providing service under this contract or resultant task orders shall undergo an orientation and shall complete mandatory Air Force, and DoD on-line training as required. Must demonstrate clinical competency within the past two years in the clinical discipline required. Shall be in good standing and under no sanction or suspension by the Federal Government All HCWs will be required to access DHA information technology networks/systems containing sensitive information. Only HCWs who are U.S. citizens can be granted access to DHA networks/systems and sensitive information. Testing designated position (TDP) under the Air Force Civilian Drug Testing Program. Contractor personnel will comply with required drug testing. HCWs shall represent an acceptable malpractice risk to the government. HCWs shall be in good standing, and under no restrictions, with the state licensure board in any state in which a license is held or has been held within the last 10 years. HCWs shall be current with and have completed all continuing education requirements specified by their professional licensure or certification. Ability to pass all background/suitability checks. Preferred Qualifications: A thorough understanding of the military lifestyle and experience working with military family members. Working knowledge of relevant military, state, federal, and local laws, and resources. Highly developed written, oral, and presentation communication skills.
