The Department is organized into five Divisions: Forestry Division, Livestock and Poultry Division, Natural Resources Division, Plant Industries Division, and Shared Services Division. Position Information Class Code: B093C Grade: GS05 FLSA Status: EXEMPT Salary Range: $32,405.00 - $51,686.00 Summary The Land Resource Specialist is responsible for providing technical assistance to local governments and agencies in soil and water conservation and floodplain management. This position is governed by state and federal laws and agency/institution policy. Functions Provides information, suggestions, and advice to city, county, and district officials in conservation practices, programs, and floodplain management. Conducts meetings, or attends public hearings and meetings, and presents workshops to local officials providing information and technical assistance, explaining agency policies, and providing guidebooks and other publications. Reviews applications for Environmental Protection Clean Water Act 319 (h) grants, monitors on-going grant projects, and makes site visits to view accomplishments. Assists applicants in determining area or program needs, provides suggestions concerning application procedures, and participates in the establishment of project goals and allocation of resources. Performs annual inspections of poultry feeding operations for compliance of court mandated regulations and writes nutrient management plans for poultry producers. Implements nutrient management program by making funding proposals for technician positions and determining placement of positions. Ensures adherence to policies pertaining to nutrient management by reviewing plans and monitoring progress. Assists in developing, directing, and coordinating implementation of various grant programs and compiles information required by governmental agencies for reporting purposes and budget preparation. Performs other duties as assigned. Dimensions None Knowledge, Skills and Abilities Knowledge of soil and water conservation practices, programs, and techniques. Knowledge of flood plain management techniques. Knowledge of state and federal laws, rules, and regulations governing soil and water conservation and flood plain management. Knowledge of the sciences of hydrology, geology, and agriculture. Ability to prepare and present oral and written information and reports. Ability to compile and analyze technical information. Ability to interpret and apply applicable laws, rules, and regulations. Minimum Qualifications The formal education equivalent of bachelor's degree in environmental science, geology, agriculture or a related field; plus two years of experience in land conservation activities or related area. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management.
