Land Use Planning Lead
Idaho National Laboratory is hiring a Land Use Planning Lead to work in our Campus Development Office department. Our team works a 9x80 schedule located out of our Research and Education Campus with every other Friday off. You will lead the development of short-, mid- and long- range plans, conceptual designs, capital outlay requirements, and documentation for laboratory infrastructure. You will report directly to the manager of the Campus Development Office. *Responsibilities Include:* * May oversee and serve as the lead for assigned monthly Project Review Meetings. * Coordinate land use requests and report development with each INL directorate at senior or project management levels. * Analyze new business opportunities, capabilities, and facility/utility needs for land use planning. * Create and evaluate planning scenarios and alternative siting requirements through spatial analysis. * Align land use plans with INL's strategic growth goals and future vision. * Translate and integrate directorate-specific land use needs into broader planning efforts. * Collaborate with the Land Use and Space management and Senior Campus Master Planner for plan integration. * Ensure consistency in long-range land use planning with the guidance of the Land Use management. * Improve on and provide solutions that support the Campus Master Plan and directorate investment strategies. * Facilitate planning for future land use while considering budget constraints and growth costs. * Consult with and incorporate insights from subject matter experts across various disciplines and agencies. * Lead the development of short-, mid- and long- range plans, conceptual designs, capital outlay requirements and documentation for laboratory infrastructure. * Create and coordinate program specifications, requirements for proposals, subcontracts, and associated documents including completion of NEPA documentation and Davis-Bacon Determinations. * Advise, lead, and provide feedback on the preconstruction efforts including assembling business cases, requests for proposal for leases and construction bid packages, directing pre-bid meetings, detailed analysis of bids and lease proposals, award, and contract administration. * Provide technical expertise and planning to ensure the content of plans accurately depict each directorate’s five-year infrastructure plan and aligns with capital investment strategies. * Work with other professionals in public meetings and land use including government officials, land developers, lawyers, special interest groups, and the public to develop or address issues regarding laboratory land use, campus master plans, or joint development interests. * Establish meaningful metrics that inform real estate actions. *Minimum Requirements: * * Bachelor’s degree and 9 years of experience, an advanced degree and 6 years of experience, or 15 years of relevant experience considered in lieu of degree. * This position requires the ability to obtain and maintain a Department of Energy "L" clearance, which requires US Citizenship. *Job Information: * * The pay range for this position is $91,008 - $186,588.
