Summary
This is highly professional work responsible for coordinating and administering landscape projects for the Development Services Department. Performs landscape architecture related duties, working independently on tasks related to the construction, design, and maintenance of moderate to complex landscape, parks, and streetscape type projects. Must be able to think strategically and exercise considerable initiative and independent judgment. Reports to the Deputy Assistant Director for Development Services Department.
Job Duties and Responsibilities
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.
Coordinates and supervises landscape architecture work performed by professional landscape architecture consultants in parks, streetscape, and landscape projects and facilitates public outreach meetings. Serves as a liaison between Consultants and the City.
Assists the Development Services Department in the development and implementation of Development Services projects with landscape architecture components such as parks, streetscapes, plantings, irrigation, pedestrian amenities, etc.
Works collaboratively with and regularly interacts with other City departments, boards, authorities, commissions, civic groups, and outside agencies.
Reviews commercial, residential, and public sector site and development permit plans for both City projects and private projects throughout the City to ensure compliance with requirements for tree removal/relocation, tree protection, ADA accessibility for exterior areas, and appropriate plant selection for plantings impacting the public realm. Reviews projects as part of the Development Review Committee, and reviews site determinations of properties containing existing trees.
Reviews and issues permit for tree removals or relocations for private property and for within the City right of way. Coordinates with Code Enforcement for tree violations and tree canopy mitigation requirements.
Performs field inspections and construction administration functions. Maintains and updates project status reports.
Reviews plans, specifications and other construction bid documents prepared by Consultants and City staff. Reviews project proposals to determine project time frame, funding, procedures required to complete the project, staffing requirements, and allotment of available resources for various phases of the project. Analyzes the feasibility, technical aspects and anticipated impact of proposed projects.
Assists the Deputy Director for Development Services with various tasks.
Supervision is exercised over field staff for installation of landscape projects. Coordinates with Development Services project managers for drafting and engineering staff in order to provide the guidance needed to ensure completion and accuracy of projects.
Prepares various reports to include capital project reports and professional consultant evaluation reports.
Prepares City Commission items including ordinances and resolutions for various Development Services Greenspace Management items.
Prepares cost estimates for various projects.
Participates on the City’s Hurricane Damage Assessment Team.
Coordinates projects with utility companies, Miami-Dade County Public Works, Florida Department of Transportation, Florida Power & Light, and other agencies. Assists with the preparation and processing of grant applications.
Develops innovative projects or programs which enable the City to meet its “Total Quality” objectives.
Prepares a variety of reports, correspondence, etc., as needed.
Conforms with and abides by all regulations, policies, work procedures and instructions.
Conforms to all safety rules which include wearing and using all appropriate safety equipment.
Pursues ongoing professional development through course attendance, professional organizations, and meetings/conventions to stay informed of technological advancements and trends in the industry.
Performs other related tasks as required.
Qualifications
Bachelor's degree in landscape architecture, horticulture, turf grass management, or related field.
Minimum six (6) years' experience in landscape architecture, experience in design and construction of projects with at least two (2) years supervisory experience is required.
ISA Arborist Certification or ability to obtain within 6 months.
Any combination of education and experience may be considered.
Valid Florida Driver's License.
HOLIDAYS: 15 days including 3 floating days.
SICK LEAVE: 96 hours annually.
ANNUAL LEAVE: 80 hours in the first year of employment, increasing up to 188 hours after 25 years. Employees must take 40 hours of annual leave each year.
BEREAVEMENT LEAVE: 5 or 10 work days for the death of a family member in accordance with the collective bargaining agreement and the City's Personnel Rules & Regulations.
MEDICAL INSURANCE: Fully paid by the City (HMO Select). Coverage becomes effective 1st of month following 30 days. Employee may purchase coverage for eligible dependents at a cost of approximately 50% of the premium.
DENTAL INSURANCE: Available to all employees through payroll deduction.
LIFE INSURANCE : Term Life and Accidental Death and Dismemberment equal to 1 x annual salary, fully paid by the City (up to $200,000).
VOLUNTARY BENEFITS: Several plans available, such as Short-Term Disability, Life Insurance and Critical Illness policies through payroll deductions.
LEGAL SERVICES: Legal Service plan available at a cost to employees through payroll deductions.
DEFERRED COMPENSATION: Employees are given the option to defer a portion of their pre-tax salary into the 457 Deferred Compensation Program.
TUITION REIMBURSEMENT: $2000 per semester ($6,000 maximum annually) for approved college coursework.
SAFETY GLASSES: Required safety glasses are provided every 2 years.
RECREATIONAL USE: Employee, spouse and immediate family members seventeen (17) years of age and under are entitled to the benefits below:
- Venetian Pool – No charge for daily admission.
- Tennis Centers – No charge for daily court fees.
- Youth Center – 50% off residential rates for memberships and 50% off camps and other programs.
Golf at Biltmore & Granada:
- Monday through Friday – no charge.
- Saturday, Sunday and Holidays:
- Before Noon – Twilight fees apply
- After Noon – No charge
(cart fees apply at all times)
PENSION: Mandatory employee contribution of 10% of salary. Vesting period is 10 years.
OR
As of 6/14/2016 - DEFINED CONTRIBUTION: 401(a) - Contribution by City of 7% of employee base annual salary. Vesting period 5 years. Employee not required to contribute.
