Key Responsibilities:

Provides integrated program assessments and technical engineering recommendations for Critical Space Launch Support Systems such as payload processing facilities (both Government and Commercial), payload transportation/fueling/monitoring systems (lightning and RF), Operations and Maintenance (O&M) systems and processes, plus modeling/simulation tools

Provides expertise and delivers geotechnical reports, site surveys, environmental impact statements, legal boundary/topographic surveys and Rough Order of Magnitude (ROM) cost estimates to develop and evolve the Office of Space Launch (OSL) Infrastructure Roadmap

Supports coordination of the planning, programming and budgeting of all OSL infrastructure projects, to include support to the NRO Strategic Facilities Master Plan, plus facilitates and monitors project status through various working groups and meetings

Prepares and monitors project schedules and budgets; provides technical guidance and assistance on construction contracting and related issues; directs design efforts; approves construction documents; monitors construction progress, verifies/validates results; and provides oversight of follow-on maintenance programs

Completes visual inspection of all spaces, facilities, and structures on site that are the responsibility of OSL

Coordinates risk processes, provides support for technical issues anomalies involving infrastructure or equipment, and documents identified risks in critical space launch support systems

Integrates operational requirements, assesses overall OSL readiness to support multiple milestones and/or alternative mission scenarios, and provides technical expertise and problem resolution to support Critical Space Vehicle Launch Support Systems

Evaluates and supports launch communication infrastructure requirements identified by OSL Government staff

Develops and maintains launch communications requirements packages following coordination and collection from various stakeholders (e.g., NRO security, communication(s) providers, NRO and launch base safety teams, and Management Services and Operations (MS&O) facilities

Develops and maintains a program by program set of tailored range safety requirements; assists the OSL in validating and negotiating appropriate program requirements

Provides system safety inputs into the engineering design, and acquisition process of new and enhanced/upgraded payloads including System Safety Support for Special Access Programs

Provides environmental management and occupational safety support for OSL through assessment, review, updating and maintaining the OSL Cape and OSL Vandenberg Environmental and Safety Management System (ESMS)

Manages the launch National Environmental Protection Agency (NEPA) process to ensure compliance with the appropriate federal Department of Defense (DoD), state and local requirements

Provides environmental reviews of selected satellite programs

Conducts timely investigations of all safety and fire mishaps, near mishaps, and complaints of unsafe conditions in OSL controlled and/or occupied spaces

Location:  On-Site

Travel Requirements: Moderate (25% of the time)

Working Hours: Standard, except when support is required to support launch activities

Qualifications Required:

15 years space launch experience

10 years Government acquisition experience

Master’s degree in Physics, Engineering, Math, or related discipline with over 10 years of experience

TS/SCI with polygraph; ability to obtain and maintain Special Access Program (SAP) eligibility and accesses

Demonstrated ability to establish effective working relationships with other Government

agencies and mission partners

Substantive experience providing risk assessments and risk management

recommendations to program managers in support of successful mission

accomplishment

Flexible systems thinker with the ability to deliver results quickly

Self-starter with effective time management skills

Strong attention to detail, exceptional organizational and communication skills, effective and clear written (and oral) communication ability, strategic thinking, and interpersonal skills

Knowledgeable in Satellite Vehicle (SV) and Launch Vehicle (LV) integration, major launch sites and their launch pads, plus launch protocols

Desired:

Demonstrated ability to adapt and flex to the execution of multiple mission sets across a diverse set of programs and tasks program office experience

Basic Compensation: 

$141,100 - $215,500 - this is for CA only

 

The offered rate will be based on the selected candidate’s knowledge, skills, abilities and/or experience and in consideration of internal parity. 

 

Additional Compensation: 

KBR may offer bonuses, commissions, or other forms of compensation to certain job titles or levels, per internal policy or contractual designation. Additional compensation may be in the form of sign on bonus, relocation benefits, short term incentives, long term incentives, or discretionary payments for exceptional performance.
