Job Summary

As a Senior Subcontracts Administrator (Coordinator), you will play a pivotal role in on-site coordination, facilitating communication between subcontractors, site management, and the Procurement & Subcontracts Support Center. This role involves overseeing subcontractors and suppliers, ensuring their adherence to contractual terms and performance expectations. The Senior Subcontracts Coordinator manages day-to-day reporting, resolves disputes, conducts local sourcing, and collaborates on subcontractor evaluations.

Roles and Responsibilities

Manage day-to-day activities of subcontractors to ensure adherence to contractual terms and schedules.Oversee reporting requirements and maintain effective communication with back-office teams, site management, and subcontractors.Conduct local sourcing activities to expand the bidder’s list.Perform CTIPS inspections in collaboration with the Quality Department.Generate daily SCW accountability reports and manage disputes, claims, and subcontractor transitions.Evaluate vendors and subcontractors to ensure compliance with established policies, procedures, safety, and quality protocols.Interpret subcontractor duties, responsibilities, and rights to avoid changes and claims.Verify schedule requirements and progress milestones, exercising independent judgment in subcontractor performance evaluation.Direct and plan subcontractor activities to enhance overall performance.Maintain daily written records and logs, including SCW accountability rosters.Identify, contact, and negotiate with potential vendors and subcontractors to meet contract requirements.Administer Subcontract Change Orders and issue Stop Work Orders (SWOs).Coordinate proper Base Access information submission and escort subcontractor workers as required.Evaluate vendor / subcontractor performance and interface with Accounts Payable to ensure timely contract payments.Exercise independent judgment and problem-solving skills.Maintain detailed records and logs.Perform other duties as assigned.

Basic Qualifications (Required Education, Experience, Skills, and Certifications)

Requires a Bachelor’s Degree and at least 7 years of related experience. A High School Diploma or equivalent and an additional 5 years of relevant experience may be considered in lieu of a degree.Proven experience in subcontract coordination or related roles.Requires strong knowledge of subcontract management, local labor laws, and Prime contract terms.Must have detailed knowledge of the Federal Acquisition Regulations (FAR).Requires familiarity with safety and quality management protocols.Must have effective communication and negotiation skills.Requires a valid passport with at least 12 months of validity and 6 blank pages.

Preferred Qualifications (Preferred Education, Experience, Skills, and Certifications)

In-depth understanding of local labor laws to address concerns raised by subcontractor workers.Experience with subcontractor performance evaluations and vendor assessments.Familiarity with Base Access processes and coordination.Prior experience in managing Subcontract Change Orders and issuing Stop Work Orders.Knowledge of accounts payable processes related to subcontract payments.Proven ability to interpret and apply subcontractor duties and rights.
