Program Summary
KBR leads the government services world contingency market by providing responsive, full-service logistics support to forces deployed around the world under the Logistics Civil Augmentation Program contract (LOGCAP). KBR’s enduring mission support of the LOGCAP program dates back to 1992 when we served as the contract’s original prime contractor. Today, we have a workforce of over 6,000 people representing 40 nationalities who perform work on the contract in 10 countries.
Job Summary
The LOGCAP V EUCOM Senior Human Resource Manager oversees the overall strategic direction, planning, coordination, administration, and evaluation of the human resources function within EUCOM. EUCOM has over 1400 team members with 14 HR support staff located in 5 countries. The Senior HR Manager is responsible for developing and ensuring effective implementation of plans, systems, policies and processes for workforce planning, talent acquisition, talent management and development, employee engagement, legal compliance and recordkeeping and employee relations. This position requires a true strategic business partner who is collaborative and capable of building consensus and commitment toward shared outcomes.
Roles and Responsibilities
Leads HR staff, in multiple locations, during the planning and administering of all HR activities Partner with the leadership team to formulate, develop, implement, and evaluate a HR and Talent Management Strategy to achieve the organization’s vision, mission, and goals within the EUCOM AOR. Serves as management representative when called upon.Provide timely details and communication to Senior Leadership on routine and critical operations.Develop with TO Leadership the EUCOM HR StrategyServe as advisor to senior leadership regarding EUCOM Task Order people strategy.Recommends and administers HR policies and programs within EUCOM that align with and support LOGCAP mission Partner with IHR/Legal support to identify and documents the visa process requirements for countries within EUCOM Task Order.Mitigate legal risk to the organization through proactive training and education, clear systems, and processes for managing conflicts with and between employees, handling and investigating complaints of harassment/discrimination and other unjust practice allegations.Demonstrated ability to develop and deliver employee and leadership trainingPrepares recommendations to upper management concerning human resources issues and concerns including administrative corrective actionsEnsures assigned group programs, practices and policies comply with applicable laws, regulations, and KBR company policies.Provides oversight of the EUCOM employee life cycle processes.Oversees the analysis, maintenance, and communication of records required by law or local government bodies, or other departments in the organization.Investigates matters of employee relations issues to include COBC and "Hotline" issues.Maintain current knowledge and application of all relevant laws and regulations at the local, state and national level relating to employment and ensure organizational compliance. This includes educating and advising managers and senior leaders on HR-related legal and regulatory matters and ensuring HR programs, practices and policies are aligned. Ensure that employee files and records are properly and securely maintained.Manages daily activities and support services of assigned staff to ensure compliance with the company's policies and procedures.Manage, lead, and develop assigned staff for efficient utilization of human resources assignment, performance, morale, and overall welfare.Knowledge of the military’s SHARP program and ability to obtain SHARP certificationPerforms other duties as assigned.Basic Qualifications (Required Education, Experience, Skills, and Certifications)
Minimum ten years’ experience in human resources management, with at least 5 years in a senior leadership role.Minimum five years’ experience with Employee Relations investigations, case assembly, and development of recommendations for senior leadershipExperience developing and executing succession plansExperience coaching and developing all levels of leadershipExperience developing and executing employee engagement plans (responding to employee survey feedback, conducting stay interviews, etc.)In depth knowledge of US Employment Laws and their application, particularly in overseas theatersExperience in workforce planning, acquisition, and execution which includes foreign nationalsExperience is managing visa requirements is a plusExperience leading HR functions/teams across geographical locationExperience in developing salaries for new and/or existing positionsStrong understanding of Recruiting, on-boarding, mobilization processing, staffing, and the inter-relationships of those processesPrior overseas project experience with diverse workforce and military operations preferredKnowledge of HR strategy development and implementationExcellent written and verbal communications skills.Strong business acumen and leadership abilityExperience in analysis, critical decision making, project management, and process improvementStrong interpersonal, verbal, and written communications skills, including proficiency in developing and delivering presentationTravel requiredPrior experience managing HR in LOGCAP preferredBachelor’s degree required; Master’s degree preferred.SHRM-CP and/or SHRM-SCP certification preferred, Global Professional Human Resources profession certification a plusProficient in Microsoft Office Suite and HRIS systems applications, Workday HRMS modules preferredMust have a valid driver’s licenseMust hold or be able to secure a SECRET clearanceKBR Benefits
