Complete Description:
The Lead Business Analyst will lead a small team of Senior Business Analysts and Business Analysts to capture the existing, multi-agency processes supporting the management of affordable housing activities for the District of Columbia, reviewing their deliverables, and tracking deliverables status.
The Lead Business Analyst will put together the work flow, and develop and manage the execution of the project plan, with appropriate activities to produce defined business process reengineering deliverables characterizing the “As-Is” business process.
The Lead Business Analyst will oversee the collaborative development of a “To-Be” business process for the District, and the decomposition of that process into sub-processes for the individual agencies and management teams in the Executive Office of the Mayor.
The Lead Business Analyst will be responsible for the team’s identification and specification of processes for data collection, identification of essential affordable housing data elements, analysis of supply and demand affordable housing data, mapping of data elements to their respective sources and to the agencies assigned their collection, the specification of core IT system requirements to enable the affordable housing management process, management reporting materials, dashboards, and formats, and providing recommendations related to the policies and procedures for the management and implementation of the affordable housing processes.
Oversees the integration of DC City-wide policy changes into the “To-Be” business process, and provides analysis of the business process impact of those policies.
Implements and refines a project plan and is a responsible for deliverables for analysis of affordable housing activities in the District of Columbia.
Meets with customer and creates designs, uses software tools (e.g. Visio) to gather requirements, analyze needs, identify risks, propose designs, documents, and carries out analysis.
Fosters an environment allowing for business process mapping, change management, operational design, design and creation of process reporting metrics and controls, and business process design.
Leads and facilitates process-related meetings and perform useful interviews with SMEs.
Works with District of Columbia agencies to define and document current business processes and lead efforts to analyze, design, and document requirements for “to be” business processes and procedures.
Analyzes data to improve reliability, security, risk management, and integrity.
Work in close collaboration with colleagues in a fast paced deliverable driven environment to facilitate accurate documentation and translation of business requirements for IT solutions.
Serve as a liaison between the business (customer) and IT organizations in the development of new IT system requirements.
Must be able to meet short-timeline deliverables.
