Lead Category Manager - Global Procurement

Oracle is seeking a Procurement Specialist to manage and optimize the Oracle Mobile Phone Program in Morocco, ensuring compliance, efficiency, and a best-in-class employee experience. The successful candidate will partner with mobile service vendors to deliver cost-effective solutions while maintaining high-quality service standards. Additionally, the role will support procurement activities across other spend categories where local expertise and presence are essential.

What You'll Do

The ideal candidate will possess strong procurement and vendor management skills, fluency in English and French (Arabic proficiency is a plus), and the ability to work independently while adhering to Oracle’s corporate policies and local regulations.

Manage Oracle’s Mobile Phone Program in Morocco, ensuring operational excellence and compliance. Collaborate with mobile service providers to negotiate cost-effective subscription plans and devices while maintaining quality standards. Conduct spend and pricing reviews against market trends to drive value for the organization. Coordinate with the Procurement Contracts team to draft, review, and execute vendor agreements. Manage procurement catalogs for mobile plans and devices, ensuring employees have seamless access to new and upgraded orders. Maintain up-to-date documentation, FAQs, and guidance materials to support employees and enhance their experience. Provide local procurement support for other spend categories as needed. Act as a key liaison with local stakeholders, vendors and service providers.

What You'll Bring

Minimum 6+ years of relevant experience in procurement, vendor management, sourcing, and negotiation, preferably in the mobile services industry. Proven success in solving complex problems through strategic analysis and creative solutions. Experience managing vendor negotiations and RFx processes. Experience in RFx processes and spend trend analysis across multiple procurement categories. Ability to work effectively as part of cross-functional, global teams. Procurement expertise across multiple spend categories.
