Summary This position is part of the WAPA-UGP-Upper Great Plains. As a Lead Construction Control Representative, you will monitor, evaluate, and manage construction of power system facilities including large substations, transmission lines, major retrofits and multi-use buildings within the regions. **This is not a remote position. The selectee will be required to be physically present at one of the duty location(s) identified.** Responsibilities As a Lead Construction Control Representative, you will: Review and interpret drawings and specifications, codes, statutes, and policy to determine practicability for contract construction of facilities and whether physical obstruction or other difficulties have been adequately considered. Review and monitor the on-site safety program involving Western A-E inspection contractor, and construction contractor's operations. Schedules and participates in monthly joint policy meetings involving the construction contractor and the A-E inspection contractor to mutually work out solutions to various unsatisfactory safety or construction practices being performed. Interpret contract specifications pertaining to construction and determines whether contractors meet contract requirements, and Western's standards and procedures. Inform contractors of requirements and exercises overall coordination for construction planning, scheduling, safety, progress, administration, etc. Confer with contractor representatives, designers, agency and functional contacts and other construction management staff to solve problems and resolve differences. Assist in managing the resources allocated to the work unit. This includes making recommendations as to the material, equipment, and staff resources needed to carry out the work. I meet the Individual Occupational Requirements (IOR) of the 0809 Series as described below: Specialized Experience Examples of qualifying specialized experience include: Engineering aid or technician or surveying technician performing work directly related to construction. Construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements. Supervisor of craftspersons, equipment operators, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications. AND In addition to meeting the Individual Occupational Requirements above, you must meet the specialized experience below: SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent in difficulty and responsibility to the next lower grade level (GS-11) in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Specialized experience for this position is defined as: Demonstrating knowledge of the theories, principles, practices, and techniques of construction and construction inspection such as that gained while working on the construction of high voltage power system (69kV and above) expansion and rehabilitation projects. Interpreting plans and specifications; inspecting materials and workmanship to ensure quality, safety, and compliance with contractual requirements; reviewing contractor-submitted documents for accuracy and adequacy; providing input to project engineers toward solutions or courses of action required based upon thorough knowledge of contract specifications, common trade practices, and observations made at project sites; and furnishing field information for construction progress. Time-in-Grade: Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Note: Time-In-Grade requirements also apply to current career or career-conditional federal employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. WORK ENVIRONMENT: The work is normally located in an outdoor environment where extreme temperatures, wind, dust, mud, snow, and rain may be encountered. The work sites are construction areas where specific safety precautions are required. In addition, the employee is expected to work in proximity to high voltage electrical equipment which requires constant attention to safety measures. When construction activity is shut down, employee works in an office environment. PHYSICAL DEMANDS: Incumbent may be standing or walking for long periods over rough terrain during adverse weather. Stress is sometimes present when large numbers of varied activities must be performed, sometimes over several miles of construction activity, Extensive overnight travel is required and incumbent must operate a Government vehicle, and have a current and valid motor vehicle operator's license. Considerable bending and heavy lifting may be involved. Education For this position, education cannot be substituted for experience. This position requires the ability to operate a Government vehicle. The incumbent must be able to obtain and maintain Defensive Drivers certification and have a valid state driver's license. Defensive Driver's Training will be completed upon employment.
