Job Summary
Under direction, is responsible for overseeing the day-to-day operations of the Human Resources office within the assigned departments by interpreting, administering, and ensuring compliance with City of San Antonio policies, procedures, and programs. Serves as the liaison between assigned departments and other divisions of Human Resources. Acts as an internal consultant to senior management and executive staff to assist clients in achieving their strategic goals. Working conditions are primarily inside an office environment. Exercises direct supervision over assigned staff.
All Lead Employee Relations Business Partner positions, regardless of department assignment, are unclassified and have no disciplinary appeal rights to the Municipal Civil Service Commission. These positions are likewise subject to at-will employment status and can be terminated at any time for any reason. Department assignments for Lead Employee Relations Business Partners are subject to change, depending on business needs.
Essential Job Functions
+ Provides supervision to assigned staff. Plans and assigns work of others in a high-volume department or group of departments.
+ Oversees and resolves complex employee relations issues when necessary.
+ Performs all functions of assigned staff, as necessary, to include employee relations, recruitment, and compensation and benefits, employee development, and workplace safety. Plans, develops, organizes, implements, directs, and evaluates the City's Human Resources function and performance.
+ Analyzes trends and metrics to develop solutions, programs, and policies for the client department.
+ Provides guidance and input on business unit reorganizations, workforce planning, and succession planning.
+ Seeks to develop integrated solutions to Human Resources issues.
+ Translates the strategic and tactical business plans of client departments into Human Resources strategic and operational plans.
+ Acts as a liaison between department managers and union representatives.
+ Conducts research on various topics related to Human Resources.
+ Analyzes and integrates data to determine occupational and market trends; draws conclusions, and makes recommendations based on that data.
+ Conducts work force analysis, assessments, and evaluations. Interprets data to develop Human Resources programs, coordinates program development, and implements.
+ Performs related duties and fulfills responsibilities as required.
Job Requirements
+ Bachelor's Degree from an accredited college or university.
+ Four (4) years of increasingly responsible experience in human resources, municipal government, business, or a related field.
+ Valid Class "C" Texas Driver's License.
+ Applicants for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, the following will result in being disqualified for this position: Felony Convictions, Felony Deferred Adjudication, Class A & B Misdemeanor Deferred Adjudication, Class B Misdemeanor Convictions, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and Family Violence Convictions.
Preferred Qualifications:
+ Four (4) or more years of experience in Human Resources with a focus on Employee Relations in a government organization.
+ PHR, SPHR, SHRM-CP, or SHRM-SCP Certification.
+ Supervisory experience.

+ Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

Knowledge, Skills, and Abilities
+ Knowledge of related employment law and policies, such as the Fair Labor Standards Act, Equal Employment Opportunity, and the American with Disabilities Act.
+ Knowledge of project management principles and methods.
+ Knowledge of administrative principles, practices, and procedures.
+ Knowledge of report development and presentation practices and procedures.
+ Knowledge of public administration practices and local government issues.
+ Skill in utilizing personal computers and associated MS Windows software applications (e.g., Word, Excel, and Access) in the completion of assignments.
+ Ability to analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.
+ Ability to interpret and apply federal, state, and local policies, procedures, laws, and regulations.
+ Ability to implement policies and procedures.
+ Ability to communicate clearly and effectively.
+ Ability to establish and maintain effective working relationships with City staff and the general public.
