Lead Financial Systems Analyst

Responsibilities Leads the team in identifying, distributing, and balancing workload and tasks among employees in accordance with established priorities and skill level to ensure timely completion of tasks. Serves as a functional expert, facilitating the design of controls within end-to end business cycles, to include assessment, control design and testing. Assists in the development and implementation of accounting systems and procedures, providing functional input to recommending revisions to current systems. Participate in the development and coordination of center accounting policies and regulation. Lead for audit responses J8B leads, co-leads, and/or supports, to include provide by client requests (PBC), Observations, Notice of Findings and Recommendations (NFRs), and Corrective Action Plans (CAP). Oversight of the execution of the J8B Risk Management and Internal Control Program (RMIC), to include risk assessments, compliance testing, report publication, and application of accounting policy, law, and regulations. Collaborates with Division Chief to identify and engage in developmental opportunities to further the knowledge, skills, and abilities (KSA) of the Process Health team. Requirements Conditions of Employment Qualifications To qualify for a Lead Financial Systems Analyst your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Experience with agency regulations and procedures generated by higher headquarters in relationship to accounting, and various financial systems. Apply GAAP, procedures and applications to administer the financial management program and ensure risk identification and/or mitigation. Develop procedures and write instructions; ensure the integrity of the financial records and reports; and comply with generally accepted accounting policies, new operating procedures and revised regulations. Interprets agency regulations and procedures generated by DoD and headquarters and ensures compliance as it pertains to the finance systems. Utilize various analytical techniques to determine strengths and weaknesses and recommend improvements in the operations related to financial systems. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
