Position Purpose To perform activities required to operate, maintain, construct, inspect, and survey the gas distribution and transmission systems. These duties include gas mains, gas services, pressure regulators, critical valves, odorizers, customer meter fits, and telemetering equipment. Ensure that these activities are performed in accordance with Federal and State regulations as well as Company policy, Company procedures, and management objectives. To provide services as an emergency first responder to ensure public safety and protect company assets. Ensures the timely and accurate completion of all necessary records, timesheets, paperwork, and documentation for accounting, regulatory, and asset management. To professionally interact with customers, regulatory authorities, and employees to ensure the Company satisfactorily meets their needs. Principal Accountabilities End Results System Operations: To perform activities associated with the operation and maintenance of all gas supply equipment, including but not limited to pressure regulators, critical valves, odorizers, heaters, and telemetering equipment at pressure regulating stations and commercial and industrial customer locations. Ensure all activities are conducted to protect public safety, safeguard company assets, and fully comply with Unitil’s Operations & Maintenance procedures. These responsibilities may include, but are not limited to: + Perform annual inspections and related maintenance on pressure control facilities, including but not limited to pressure regulators, valves, heaters, pressure recorders, and other related equipment + Perform periodic odor intensity testing throughout the distribution system + Operate and maintain odorant injection systems; perform odorant transfers + Adjust system pressures as needed + Identify abnormal operating conditions and take corrective action + Perform any other activities related to gas system operations + When requested or required, oversee and assist contractors with pressure regulation facility installations + Install and maintain pressure-regulating facility instrumentation + Maintain System Operations structures and grounds, including vegetation control, vault pumping to remove water and snow removal. + Pressure regulations and measurement at Commercial and industrial meter sets + Emergency standby for excavations near critical pressure regulating facilities Maintenance, Construction, and Inspections (Distribution and Transmission Systems): To perform activities associated with the maintenance, construction & inspection of the gas distribution and transmission systems. Ensures that these activities are conducted in full compliance with Unitil’s O&M and other related procedures. These responsibilities may include, but are not limited to: To perform scheduled gas surveys and analysis work on all Company owned facilities, which may include, but is not limited to: + System gas leak repair (Emergency and Scheduled) + Valve inspection and repair + System patrols + Leak Survey (mains, services, business districts, public buildings, bridges, active leaks, repaired leaks) + Atmospheric Corrosion + Facility replacement + Service Abandonment’s + System Investigates + New Installations + Survey Work + Perform CP Reads + Rectifier Reads + Other Inspections To perform activities associated with implementing the Company’s gas leak program. Ensure all activities are conducted to protect public safety, safeguard company assets, and fully comply with Unitil’s Operations & Maintenance procedural manuals. + To respond as an emergency first responder to gas leak situations. To immediately assess these situations and make recommendations and/or decisions to ensure public safety. + To Identify, classify, and prioritize gas leaks associated with the gas distribution system to ensure public safety. + Prepare construction and maintenance orders as required to complete work activities to replace or repair facilities where gas leaks have been identified. + To utilize GIS/GPS mapping software and the gas CMS system to execute this program. + To test Company (CGI) combustible gas indicators and (FIU) flame ionization units in accordance with company procedures. + To properly care for and maintain company equipment, such as assigned vehicles, tools, and materials, including the timely completion of records associated with such equipment. Damage Prevention: To perform activities associated with locating and marking the gas distribution system, including safeguarding company assets during third-party excavations. + Utilizing the DigTix damage prevention ticket management program. + Line locating and mark-out + High-risk tickets (Watch and Protects) + Monitoring third-party excavations + To utilize GIS/GPS mapping software and the gas CMS system in the execution of this program Gas Metering: To perform activities associated with installing, maintaining, and inspecting Company meter sets and other jurisdictional assets. To ensure that these activities are conducted in full compliance with Unitil’s O&M and other related procedures. + Meter installs, sets, changes, and removes + Transfers + Turn on and turn off gas meters + Turn on and relight customer appliances + Installs and tests gas piping + Investigate, locate, and repair or report odor and carbon monoxide complaints. + Perform all functions of the gas pipe fitter, which includes construction and installation of meter fits and gas meters, as well as the installation, repair, and diagnostics of gas regulators. Lead Responsibilities: To assist Supervisory personnel in the planning, scheduling, and oversight of the Gas Operations and Maintenance Department to include but not limited to the following: + To assist Supervisory personnel in the organization and distribution of daily work orders and ensure gas-related projects are completed in a timely manner. + To assist supervisory personnel in construction site visits to evaluate customer metering needs and company requirements. Size gas meters and regulators for small commercial customers. Scope residential and small commercial jobs for proper meter, pipe, and regulator size. Set up metering equipment, instructions, parts, regulators, and meters for installation. + Attend business and construction meetings to ensure work remains scheduled, organized, and properly planned. + Maintain open lines of communication with contractors working within Unitil’s service territories and respond to their inquiries. + Schedule and attend site visits with customers and contractors who request Unitil services that fall within the responsibility of the Gas O&M Department + To teach methods and procedures to personnel in training positions to develop a highly skilled and safety-conscious workforce. + Act as a technical expert in O&M-related and customer inquiries. + To calibrate all leak detection equipment and assist with overseeing and administrating the Company’s leak calibration program. + To assist with QA/QC inspections and evaluating the Gas O&M Department personnel’s productivity and quality of work and adherence to Company safety guidelines and procedures. + To act as lead responder in a gas event until Supervisory personnel are on-site with gas control/engineering support. Qualifications: + High school diploma or equivalent. + 9 years of service as a Gas Technician. + Maine Fuel Board License + Must accept standby on a rotation basis. + Must reside within a specified geographic area and be available for duties during system emergencies. + Must be able to obtain Operator Qualification (O.Q.) certification based upon the requirements outlined in + DOT 49 CFR 192, Subpart N + Must have all O.Q. requirements of a Gas Technician + Will be drug tested under the PHMSA Pipeline Safety drug pool Union Notice THIS NOTICE IS POSTED IN ACCORDANCE WITH ARTICLE 29 OF OUR AGREEMENT WITH LOCAL UNION #327, LABORERS’ INTERNATIONAL UNION OF NORTH AMERICA, DATED June 1, 2023. WAGE: Ultimate rate – $38.11 per hour, for a 40 hour week. Overtime rates in accordance with Agreement. *Starting wage will be in accordance with Appendix A.
