Summary About the Position: Serves as a Lead Human Resources Analyst working for the Human Resources Division, providing advisory within PEO Missiles & Space (PEO M&S), responsible for overseeing the planning, direction, development, and execution of personnel management functions across seven project offices. The incumbent provides expert guidance on policy and administrative issues, ensuring compliance with regulations, improving workforce management, and supporting strategic HR objectives. Responsibilities Establishes procedures for interfacing with the CPAC and various civilian personnel programs and labor relations programs with the union and bargaining unit employees. Provides training and oversight to team members on all facets of personnel to include, executing and processing AcqDemo related personnel actions, pay setting, and recruitment strategy. Reviews work of subordinate personnel for consistency with regulatory and policy requirements. Executes command-wide initiatives related to performance management and recognition issues that surface. Plans, leads and carries out personnel projects and studies to develop and integrate HR policy, plans and programs needed to enhance recruitment, retention and development of a workforce. Monitors and reports or assigned PEO M and S supervisors and employees on the on the status and progress of work. Specialized Experience: One year of specialized experience at the next lower grade NH-02/GS-11 or equivalency which includes: 1) Researching and interpreting civilian human resources laws, regulations, policies, and practices to ensure compliance with program requirements; 2) Providing civilian human resources delivery services to a set of diverse and complex organizations which have challenging human resource needs and missions; AND 3) Evaluating the efficient utilization of resources, plans, and/or procedures to enhance a federal civilian Human Resources program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03 or GS-13).
