Lead Human Resources Specialist (Recruitment and Placement)
Summary About the Position: Position to be filled in either Falls Church, VA or San Antonio, TX. This position supports the mission of the Defense Health Agency (DHA) Administration and Management (J-1), Human Capital, Human Resources Oversight Branch. This is not a remote position. Responsibilities Monitor work production and workload of personnel to ensure regulatory and procedural requirements follow applicable laws, policies, and regulations. Provide placement services to recruit for highly specialized and hard-to-fill positions. Intercede with the supervisor on behalf of the team to inform the supervisor of performance management problems and to recommend related actions, such as: assignments, reassignments, promotions, tour of duty changes, and performance appraisals. Incorporate consideration of career ladders, management practices, working conditions, and recruitment and retention incentives, in the discussion of problem-solving efforts. Lead civilian employees in the performance of work objectives set by the supervisor. Assure team efforts are accurate, complete, and supportive of work mission. Specialized Experience: One year of specialized experience which includes applying staffing laws, policies, and/or regulations to perform assignments; and applying problem solving methods to resolve recruitment action challenges; and providing verbal and/or written staffing guidance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Employee Development Manages and Organizes Information Planning and Evaluating Problem Solving Staffing and Recruiting Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required.
