LEAD IT SPECIALIST (PLCYPLN)
Summary Serves as the Lead IT Specialist (PLCYPLN) in a Defense Commissary Agency (DeCA) HQ location. The primary purpose of this position is to manage information resources, business relationships, and information technology (IT) programs in support of DeCA's business mission and goals. The incumbent is involved in a wide range of IT management activities that extend and apply to the entire Defense Commissary Agency (DeCA) organization. This includes strategic planning, capital planning and investment control, policy and standards development, resource management, knowledge management, auditing, and information security management. This experience may have been gained in the private or military sector. Examples of qualifying specialized experience include: Developing and interpreting policies, procedures, and strategies governing the planning and delivery of services throughout an organization. Providing expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues. Applying interrelationships of multiple IT specialties, IT architecture, new IT developments and applications, emerging technologies and their applications to business processes, IT security concepts, standards and methods and project management principles, methods, and practices. Developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments. Developing and implementing workable approaches to IT architecture, capital investment planning, e-Government, and other IT-related legislative and policy initiatives. You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
