Key Responsibilities:
Manages the Launch Enterprise portfolio with focus on planning, programming, corporate interfacing, policy development and coordination, acquisition contracting support and program control, and program administrative support to meet the mission and priorities
This includes, but is not limited to, development and documentation of portfolio baselines for cost, schedule and performance through Portfolio Management Plans (PMPs), Engineering Review Boards (ERBs), budget and requirements review boards, and support of planning and review meetings/documentation for requirements and budget allocation, and execution planning activities
Provides program management expertise in OSL enterprise portfolio management, program control, acquisition, program administration and program security
Provides comprehensive integrated financial and programmatic status, assessments and recommendations to OSL senior management
Provides administrative support that includes, but is not limited to, Director’s Action Group (DAG), action tracking, calendar management, online meeting support, executive services and accurate Government Personal Electronic Devices (GPED) accountability
Develops and leads acquisitions, source selections and contract management activities for technical evaluations and engineering change proposals (ECPs) for all existing and new launch service providers and new satellite programs; provides integration and engineering support tasks for both the launch and satellite vehicles across all areas of OSL
Provides monitoring and engineering support of the Quality and Mission Assurance Programs
Develops and sustains multiple stakeholders and inter-agency interfaces
Manages SV support-related functions to include draft/develop/review projects, plans Requests for Proposals (RFPs) and work packages for technical and code compliance; reviews scope of work documentation, acquisition estimates, technical requirements verification and validation, plus schedule and source selection documentation
Approves (plans, vets, validates) and executes the launch enterprise Mission IT and service capabilities on behalf of the OSL Associate Chief Information Officer (ACIO) with a focus on acquisition, concept of operations, interface control documents, test plans, policy, oversight and process improvement of OSL funded/non-funded systems

Location: On-Site
Travel Requirements: Moderate (25% of the time)
Working Hours: Standard; with the exception of when support is required for launch activities
Qualifications Required:
10 years space launch experience
5 years’ Government acquisition experience
Bachelor’s degree in physics, Engineering, Math, or related discipline
TS/SCI with polygraph; ability to obtain and maintain Special Access Program (SAP) eligibility and access
Expert in space launch systems acquisition processes and execution
Demonstrated ability to establish effective working relationships with other Government
agencies and mission partners
Substantive experience providing risk assessments and risk management
recommendations to program managers in support of successful mission
accomplishment
Delivers effective briefings/presentations/papers on complex topics for audiences that
may be large and/or include high-level decision makers
Demonstrated ability to prioritize competing requirements and tasks and managing long-term
tasks, as well as short-term obligations
Ability to effectively provide guidance to junior team members
Ability to develop trusted relationships with Government leaders and with mission partners
Flexible systems thinker with the ability to deliver results quickly
Self-starter with effective time management skills
Strong attention to detail, exceptional organizational and communication skills, effective and clear written (and oral) communication ability, strategic thinking, and interpersonal skills
Desired:
Master’s degree with over 8 years or more of applicable experience
Demonstrated ability to adapt and flex to the execution of multiple mission sets across a diverse set of programs and tasks
Basic Compensation:
$127,800 - $191,700 - this is for CA location only
The offered rate will be based on the selected candidate’s knowledge, skills, abilities and/or experience and in consideration of internal parity.
Additional Compensation:
KBR may offer bonuses, commissions, or other forms of compensation to certain job titles or levels, per internal policy or contractual designation. Additional compensation may be in the form of sign on bonus, relocation benefits, short term incentives, long term incentives, or discretionary payments for exceptional performance.
