Summary This position is located in the Health Resources and Services Administration, Bureau Primary Health Care. This position is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives. As a Lead Management Analyst, you will provide administrative, technical and operational oversight of an assigned team. Your major duties and responsibilities will include: Using qualitative and/or quantitative methods for the development and management of major administrative programs for the assessment and improvement of complex management processes and systems. Analyzing and evaluating quantitative and qualitative data to assess the effectiveness of the team's efforts in meeting established goals and objectives. Participating in management meetings and negotiations to explain and/or resolve complex issues concerning the implementation of team projects and workflows. Developing effective procedures and systems for successful execution of the team's work products and deliverables. Ensuring that the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services. QUALIFICATION REQUIREMENTS: In order to qualify for this position at the GS-14 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service. MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. Examples of minimum qualifying specialized experience equal to the GS-13 level include performing the following types of tasks on a regular and recurring basis: Leading a team, workgroup or project evaluating administrative and management operations, processes or procedures to increase the efficiency, effectiveness or productivity. AND Developing recommendations or comments based on the results of administrative and management program surveys and studies to identify trends, deficiencies and areas for improvement. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
