Lead Program Analyst
Summary This position is in the Bureau of Administration, Shared Knowledge Services, Information Access Programs Directorate, Special Document Production Office (A/SKS/IAP/SDP). The Information Access Programs Directorate (A/SKS/IAP) is responsible for overseeing and managing records access requests made by the interagency, the public (under the Freedom of Information Act, the Privacy Act, and the mandatory review requirements of E.O. 13526 and successor Orders), Congress, other government agencies. Responsibilities Functions as technical expert for the organization in leading team in coordinating and processing complex, high visibility and voluminous Special Document Production requests for Departmental records and information. Responds to complex requests involving DOS offices and programs, leads team reviews of incoming requests clarify for their reasonableness and has team contact Departmental officials to request clarifications and discuss document availabilities. Leads team efforts to review incoming responses from Lead Bureau coordinators to ensure their proper coordination, regulatory compliance and responsiveness to the requests. Serves as SDP coordinator for most complex Special Document Production problems and issues , to include interpretation of DOS, SKS and IAP policies in this area and the development of formal guidance to the organizations. Performs as a Team Leader positions in DOS, including explaining team goals and objectives to team members and assisting team in accomplishing work; coaching, facilitating, solving work problems and participating in the work of the team. Assesses team member's strengths and weaknesses and provides leadership to team in exploring program alternatives and determining improvements that can be made in work methods, processes and procedures. Requirements Conditions of Employment Qualifications Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience coordinating and processing complex, voluminous reports for records and information. Experience providing advice and guidance to management , staff and senior officials regarding regulations and policies for declassification and disclosure of records under a variety of information access statues. Experience interpreting federal and agency policies and developing formal guidance regarding the release of information. Experience directing analyses and evaluations of relevancy of retrieved records. Experience consulting with senior officials concerning policies for release of sensitive foreign policy information. There is no substitute of education for specialized experience for the GS-13 position.
