Summary:
Responsible to take a lead role in the Transportation Department’s complex day-to-day responsibilities to deliver a safe, efficient, cost effective passenger operation. This requires immediate analysis/decisions of conditions that effect train operations. The Lead Road Foreman will provide supervision and guidance to Road Foreman to ensure a dependable, comfortable, courteous and safe level of service.
Responsibilities:
Responsibilities may include but are not limited to:
+ Oversee passenger train operations to ensure safe, efficient, and a cost-effective level of performance to ensure optimum on time performance.
+ Take the lead role in focusing Road Foremen, in meeting departmental and corporate goals and objectives in being responsive to the customer with accountability towards comfort, courtesy and communication.
+ Develop integrated operations’ plans with various departments within the Long Island Rail Road (Engineering, Maintenance of Equipment,) that ensure a well-coordinated, seamless operation.
+ Coordinate trial and investigation activities at the request of management.
+ Coordinate review of training practices for locomotive engineers and trainees; ensure strict compliance with operating rules and procedures.
+ Control payroll costs, including penalty payments (second class of service, commingle), meal periods, overtime, etc.
+ Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review direct reports and approve performance appraisals. Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
+ Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example.
+ If an applicant is Engine Service Qualified (ESQ), maintaining a valid Locomotive Engineer Certification and is not on the active-duty Locomotive Engineer roster, they will be required to provide Engine Service coverage during Engine Service manpower shortages.
+ Perform other assignments as requested by Senior Management.
Qualifications:
+ Must have a Bachelor’s Degree. Demonstrated, directly related, equivalent experience and education may be considered in lieu of the degree.
+ In lieu of a Bachelor's degree, a candidate may be chosen if (s)he possesses a minimum of ten years demonstrated transportation experience, five of which must be demonstrated operations managerial or front-line supervisory experience.
+ Progressively responsible recent related supervisory experience in a Transportation Operations environment with experience managing others and responsibility towards a department budget.
+ Must be a fully qualified Certified Locomotive Engineer.
+ Must possess comprehensive knowledge and understanding of crew and equipment schedules.
+ Must possess the ability to formulate and implement alternative crew and equipment manipulations in a quick and efficient manner.
+ Must possess solid working knowledge of air brake, locomotives, MU (multiple unit) and diesel equipment.
+ Must possess effective interpersonal, communication and problem-solving skills.
+ Must possess proven effective leadership and supervisory skills with proven ability to motivate others.
Preferred/Desirable Skills/Qualifications:
+ Ability to supervise ‘rush hour’ operations in Penn Station, Jamaica, Grand Central Madison and/or Atlantic Terminal.

In addition to meeting the minimum requirements of the position, the selection process may include, but is not limited to, a pre-screening assessment (i.e., physical, written and/ or practical evaluation) and interview. Candidates forfeit further consideration in the process if they fail to participate in any step of the process when scheduled. Make up dates/times will not be given. In addition, LIRR employee applicants must be in their current position for the 12 months immediately preceding the close date of this posting and must possess a satisfactory work history, including attendance and discipline record. A record of more than 10 sick days in two of last three years is considered unsatisfactory attendance. Not all qualified applicants are guaranteed an interview due to the competitive selection process. A medical examination and safety sensitive drug/alcohol test may also be required.
