**PURPOSE:**
Responsible for successful connectivity to all BCBSA and BlueCard platforms and applications for the entire organization. Oversees technical requirements for BCBSA IT projects and initiatives. Delivers critical and emerging systems and data analysis and implements tools and technology for the whole enterprise. Design,and deliver management systems. Build, manage, and sustain critical systems, business and data analysis techniques, methods, tools, and processes. Modernize essential daily Interplan tools and process, including automation of systems and data bases to create day to day efficiencies. Owns data collection capabilities through collaboration with internal and external teams. Leads cross-departmental, and cross-functional team members.
**_We are looking for an experienced professional to live and work remotely from within the greater Baltimore/Washington metropolitan area. The incumbent will be expected to come into a CareFirst location periodically for meetings, training and/or other business-related activities._**
**ESSENTIAL FUNCTIONS:**
+ Performscomplex system analyseson Interplan software programs,applications,and services. Ensure proper connectivity to BCBSA platforms and applications. Serve as SME to BCBSA applications to ensure connectivity to BCBSA systems and applications are not interrupted by Organizational projects and initiatives.
+ Leads BCBSA service and technical requirement evaluationandrecommendsnewtoolsorplatformsfororganizational efficiency. Ensure compliance with BCBSA IT deadlines.
+ Leads the implementation of new and modernizing connectivity for organizational efficiency.
+ Communicatesdirectly withallstakeholdersincluding executivemanagement.
+ Improvesdatacollectioncapabilitiesthroughcollaborationwithorganizationalteams.
+ Managesproductlicenses andensurescompliancewithITindustry regulations.Providestheorganization with cost saving analysis.
**SUPERVISORY RESPONSIBILITY:**
This position has no direct reports, however, may informally lead teams in a matrix environment.
**QUALIFICATIONS:**
**Education Level:** Bachelor's Degree in Computer Science, Information Technology, or related field OR in lieu of a Bachelor's degree, an additional 4 years of relevant work experience is required in addition to the required work experience.
**Experience:** 8 years relevant systems/technical analysis
**Preferred Qualifications:**
+ Advanced degree.

+ Ability to navigate through various complex systems, deliver quality solution within budget and schedule.
+ Ability to understand projects and concepts as they relate to high-level business objectives.
+ Knowledge of architecture, application development, data structure and analysis techniques and methods.
+ Proficiency in reading security patterns and audit reports to adhere with standards.
+ Strong interpersonal skills and ability to work in a team-based environment.
+ Understanding of Project Management and translating organization objectives into goals.
+ Must be able to meet established deadlines and handle multiple customer service demands from internal and external customers, within set expectations for service excellence. Must be able to effectively communicate and provide positive customer service to every internal and external customer, including customers who may be demanding or otherwise challenging.
**Salary Range:** $87,120 - $173,030
